Cyber Security Strategy implementation plan published - cybersecurity integrated into comprehensive security

In line with the Programme of Prime Minister Orpo's Government, Finland's Cyber Security Strategy has been revised to respond to the changed security environment. The objectives of the revised strategy extend to 2035. A strategy implementation plan has been drawn to describe the development measures to achieve the objectives. The plan was approved on 3 December 2024 by the steering group of the project developing an operating model for government security management.

Implementation plan describes measures to achieve strategic objectives

The Cyber Security Strategy aims to make cybersecurity an integral part of Finland's concept for comprehensive security.

The strategy is divided into four areas:

• A competent, innovative and inventive cyber ecosystem
• Strong societal cyber resilience and operational reliability
• A solid national and international cooperation model
• Timely responses to cyber threats and assured sovereignty

Each area includes strategic objectives and development proposals. The new implementation plan describes the measures to achieve the strategic objectives. The implementation will be linked to the general government fiscal planning process.

The prioritised measures include developing citizens' cyber competence and preparedness, deploying quantum secure cryptographic solutions, and promoting security and reliability of shared ICT services and information resources. Other crucial measures include developing cyber security exercises, aligning cyber defence with total defence, and strengthening the cyber competence of the public and private sectors.

Extensive cooperation to prepare the implementation plan

On 8 March 2024, the Prime Minister's Office set up a project to develop an operating model for government security management. As part of the project, a sub-group was established for preparing a revision of the Cyber Security Strategy.

The Cyber Security Strategy and its implementation plan was prepared under the leadership of the National Cyber Security Director. Actors from the public and private sectors, the scientific community and non-governmental organisations contributed to the work.

"The Cyber Security Strategy and its implementation plan were drawn up in broad and good cooperation between experts in several fields, reflecting both the commitment of Finnish society and the Finnish concept of comprehensive security," says National Cyber Security Director Rauli Paananen.

What's next?

Implementation will be monitored annually and the plan will be updated as necessary.
The National Cyber Security Office coordinates the monitoring of the measures together with a group with members from the ministries and the group secretariat.

The monitoring group will report on its work to the ministerial working group on social transformation and to the group of state secretaries, which forms the steering group for the project to develop an operating model for government security management.

Each administrative branch is responsible for promoting, funding and reporting on the measures assigned to it.
