2024 Highlights: Resource Management

BATTLE CREEK, Mich. -

Behind every successful organization is a team that ensures everything runs smoothly, often out of the spotlight. For Defense Logistics Agency Disposition Services, its Resource Management directorate plays a crucial role in this effort.

Resource Management Director Chris Judd praised his team for its performance in 2024, noting that RM's efforts were essential to the command's daily operations.

"In the past, DLA Disposition Services Director Mike Cannon had appointed people who already had full-time jobs in the agency to serve as Culture Representative," Judd said. "That was asking a lot of anybody and not sustainable. So we created a brand-new position as Culture Rep, and Shon Thomas was selected as the new champion."

In 2025, Thomas will begin his work by reviewing the latest DLA Culture Climate Survey. He will then work with the rest of the culture team to start blending Document Services and Disposition Services cultures together.

Part of the command's culture means ensuring that everyone has the same baseline training. Jenny Norvey, chief of the Workforce Development Branch, and her team ensure that happens.

"Block One is delivered monthly, ensuring standard training is provided to employees within the first 90 days of beginning employment with us," Norvey said. "Approximately 500 employees have attended the training and provided positive feedback."

Moving forward, Norvey said they are expanding into Block Two and Three training.

"Block Two is aligned to the job series that the employee is in," Norvey said. For example, environmentalists will have all the required regulatory classes and additional classes developed to cover property disposition specifics.

"We have developed and deployed a Block Three pilot course for our supervisors," Norvey said. "It builds upon what DLA Human Resources training delivers during Human Resource Management classes to be more specific to Disposition Services."

One of the biggest evolutions that the Resource Management directorate supported in 2024 was the Defender Europe exercise.

Jeff Nofzinger, the directorate's readiness officer, said they were brought into the planning late, but were still able to execute the successful deployment of an Expeditionary Site Set to a field site in Germersheim, Germany. However, there were lessons learned.

"We found some holes that we need to fill in," Nofzinger said. "Especially deploying the ESS. We saw some pitfalls, and now we've altered our doctrine to make sure if we actually have to deploy, we've ironed out most of the wrinkles."

Looking forward to the new year, Judd said RM will be working with Dean Newsome, the new director of DLA Document Services, and his team to further integrate them into Disposition Services.

"We will provide them the same kind of customer service and support that we provide to DLA Disposition Services already, allowing them to concentrate on supporting the warfighter," Judd said.
