Regulatory Commission of Alaska: Notice of Utility Tariff Filing (MEA)

Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Matanuska Electric Association, Inc. (MEA) filed TA558-18, seeking Commission approval of a new optional service for electric vehicle (EV) charging during off-peak hours. The new service will be available to EV owners receiving single-phase service and applies to usage for EV charging during the off-peak hours of 11:00 pm to 6:00 am.

MEA proposes two options for this service: Option 1 provides for an allowance of up to 500 kWh per month for EV charging during off-peak hours. Under this option, MEA will replace the customer's existing meter with a time-of-use meter at no charge. Option 2 provides for unlimited usage for EV charging during off-peak hours. This option requires the installation of a second meter base, at the customer's expense, which is specifically dedicated to measuring only the usage of the EV charger.

The per kWh rate for EV charging during off-peak hours will be set at 50% of the then-current single-phase energy charge for the first 1,300 kWh rate block. The proposed rate of $0.06773/kWh is 50% of the current energy charge of $0.13545/kWh. All other rate elements applicable to single-phase service will apply in accordance with MEA's existing tariff provisions. Customers who elect this service will be required to provide proof of EV ownership or lease prior to enrollment.

This notice does not contain all requested revisions and the Commission may approve a rate or classification which varies from that proposed.
