Fine for Andover woman after boxes and household waste dumped in cemetery

A woman from Andover has been ordered to pay over £1,300 following waste found in a cemetery.

On 24 April 2024 Test Valley Borough Council (TVBC) received a report from a member of the public that rubbish had been dumped in St Mary's cemetery in Andover.

Officers found a quantity of cardboard boxes and household waste containing saucepans, plastic containers, polystyrene, clothes and tool bags at the site.

Evidence at the scene led TVBC to Pauline Kostecka, 25, from Andover, who attended an interview under caution where she admitted the items had come from her property.

Appearing at Basingstoke Magistrates Court, Kostecka pleaded guilty to the offence and given a fine of £320, while also ordered to pay a victim surcharge of £128 and costs of £919.34.

Portfolio holder for Recycling and Environmental Services, Cllr David Drew, said: "This result further highlights our zero-tolerance policy on fly-tipping and demonstrates that you will be prosecuted.

"Our teams work incredibly hard to try and keep the borough clean and the clearing up for these types of incidents takes up valuable time, money and resources."
