1This circular sets out the requirements for bids for bills seeking placement on the 2025 Legislation Programme.

2When submitting bids, Ministers and agencies are asked to consider foreseeable legislative priorities for the remainder of the 54th Parliament, until mid-to-late 2026. This will support the Government to plan and deliver the commitments it has agreed for the full term.
