Street Takeover Mission Continues for Third Day, Early Takeover Broken Up (Photo)

An intersection takeover has already taken place and been broken up by Portland Police and our law enforcement partners for the third day of the planned street racing mission.

On Sunday, August 4, 2024, at 3:26 p.m., Central Precinct officers were notified of a street takeover with vehicles doing burnouts and skidding in circles in the intersection of Southeast 2nd Avenue and Southeast Morrison Street (24-195274). In less than an hour, PPB officers gathered all available citywide resources and responded and broke up the takeover. One of the cars leaving the scene, a red 1998 Ford Mustang, was stopped. The 17-year-old driver was arrested for an active Reckless Driving warrant, as well as new citations for driving suspended, driving without insurance, and no license plate. The vehicle was towed (photo 24-195319). Another vehicle's tires were spiked but the driver eluded and was not immediately located.

The group moved to Southeast Milwaukie Avenue and Southeast Powell Boulevard, then to the area of Southeast Hawthorne Boulevard and Southeast 20th Avenue trying to engage more street racing activity. Police officers from the mission flooded those areas as a deterrent. The group then moved to a grocery store parking lot in the area of Northeast 102nd Avenue and Glisan, where additional police attention prevented any takeover event.

The group then appeared to move out of Portland, including to Troutdale and Clackamas County. Portland Police and interagency mission coordinators continue to work with regional law enforcement partners to ensure that this dangerous activity is addressed throughout the metro area. PPB continues to look for signs of street takeover/racing activity and will continue to take enforcement action.

The Portland Police Bureau and partner law enforcement agencies have been anticipating this event, called the West Coast Invitational, where hundreds or even thousands of participants were expected to engage in street takovers. The street takeover suppression mission is an effort to deter and combat illegal street racing activity. Numerous officers, deputies, and troopers from Portland, Multnomah County, Clackamas County, Port of Portland, Oregon State Police, and Vancouver Police Department are out proactively looking for this dangerous and disruptive activity.

Over the past 2 nights, there were well over 100 traffic stops related to the mission, dozens of arrests, citations, and tows.

Under the new Reckless Driving law (811.140), a vehicle used in a street racing like activity is subject to criminal forfeiture. The Multnomah County District Attorney's Office is coordinating with PPB to use criminal forfeiture to, where appropriate, prevent these drivers from retrieving their vehicles.

UPDATE #4: Multiple Intersection Takeovers Broken Up, Arrests Made, Cars Towed

As expected, hundreds of people attempted to establish large scale street takeovers, but were quickly broken up by law enforcement officers working together in a highly successful multi-agency street racing suppression mission. At least 47 traffic stops were made, at least 11 people were arrested, and at least 10 cars were towed. Some were seized through asset forfeiture, meaning the owners lost their vehicles permanently due to their participation in street racing/street takeovers.

Throughout the evening, participants tried to establish takeovers of at least 6 intersections. The police response led to all of the takeovers ending quickly. Here is a summary of some of the major incidents (this is not a comprehensive list as reports are still being compiled):

At 6:51p.m., Portland Police Bureau (PPB) officers stopped a red Dodge Charger in the area of Southeast Cesar E. Chavez Boulevard and Southeast Washington Street. Officers contacted the driver and obtained identifying information, discovering the driver had multiple arrests warrants. The driver then fled from the traffic stop. Officers located the vehicle and the driver in the area of Southeast 27th Avenue and Southeast Taylor Street. The driver, Saveel Sheikh, 27, of Portland, was arrested after about 20 minutes of negotiations. Sheikh was charged with Attempt to Elude Police, Reckless Driving, eight counts of Recklessly Endangering Another Person, and multiple arrest warrants related to Driving Under the Influence of Intoxicants. At 8:24p.m., Oregon State Police stopped a Cadillac with switched license plates near the 8100 block of Northeast Lombard Street. The driver was arrested for an outstanding warrant. The vehicle was towed. (24-194495)

Portland Police Traffic Officers stopped a black Chevrolet "Batmobile" near the 2700 block of North Marine Drive. The driver was cited for a traffic violation. (photo)

At 9:31p.m., North Precinct officers responded to the 8500 Block of North Argyle Way on a report of a street racer firing shots into the air from their vehicle. No injuries were reported. The suspect was not located. (24-194587)

Portland Police Officers stopped a vehicle at Northeast 162nd Avenue and Northeast Fremont Street. The driver did not have a driver license or insurance. The vehicle was impounded. (24-194534)

At 11:55 p.m., Portland Police officers attempted to stop a black Ford Mustang near the 1400 block of Northeast Grand Avenue. The driver of the Mustang attempted to elude the traffic stop. Officers were able to get the vehicle stopped after a brief pursuit. The driver, Chase A. Rodriguez-Birt, 18, of Salem, Oregon, was arrested and booked into the Multnomah County Detention Center on a charge of Attempt to Elude Police by Vehicle and an outstanding warrant. His Mustang was impounded. (24-194731)

At 12:15 a.m., participants attempted to establish the first intersection takeover at Southeast 10th Avenue and/ Southeast Ash Street. One of the drivers skidding in circles was in a 2005 Ford Crown Victoria. Officers followed the vehicle where its driver tried to hide it in a busy parking lot in the 800 block of Southeast Pine Street. Officers found it and arrested the driver. He was armed with a gun (photo). Lopaka J. Smith, 19, of Portland, was booked into the Multnomah County Detention Center on charges of Reckless Driving, Recklessly Endangering Another Person (100 counts), Disorderly Conduct in the Second Degree, Unlawful Possession of a Firearm, Unlawful Possession of a Loaded Firearm in City Limits (City Code), and was cited for Street Racing. His car was towed and forfeited. The takeover was broken up by police at 12:29 a.m, less than 15 minutes later.

At 12:43 a.m., the second intersection takeover was attempted at Northeast 82nd Avenue and Northeast Fremont Street. It was broken up after about 10 minutes. One of the drivers who was spinning in the intersection, in a black Chevrolet Camaro, eluded police trying to stop him. Officers used spike strips to flatten his tires and he ran on foot in the 8800 block of Northeast Broadway. He hid in someone's yard until officers and K9 located and arrested him at 1:09 a.m. Victor D. Ferman Camacho, 25, of Vancouver, Washington was booked into jail on charges of Reckless Driving, Attempt to Elude Police, Speed Racing on Highway, Reckless Endangering another Person. His car was impounded and will be forfeited. (24-194775)

A red Ford Mustang involved in street racing was abandoned after it crashed near Northeast 82nd Avenue and Northeast Siskiyou Street. The driver has not been located. No injuries have been reported related to this crash.

At 1:15 a.m., a third intersection takeover was attempted at Southeast Milwaukie Avenue and Powell Boulevard. The driver of a BMW who was sliding in the intersection was located and arrested. He is identified as Makale O. Farias, 18, of Vancouver, Washington. His vehicle was seized. The road was reopened within 20 minutes. (24-194796)

A fourth intersection takeover took place at 2:13a.m. at Northeast Martin Luther King Junior Boulevard and Northeast Columbia Boulevard. One of the involved drivers, who tried to flee the scene in his 2001 Ford Mustang, was arrested in 5900 block of Northeast Martin Luther King Junior Boulevard.

Jeremiah M. Rund, 18, of St. Helens, Oregon, was booked into the Multnomah County Detention Center on charges of Unlawful Street Takeover, Reckless Driving, and Recklessly Endangering Another Person (24-194837). During the police intervention at the scene of the takeover, a man fired a firework (mortar) at police officers. He ran from police on foot but was overtaken and arrested at 2:22 a.m. Jaiden Jaenicke, 19, of Portland, was booked into jail on charges of Recklessly Endangering Another Person, Disorderly Conduct in the Second Degree, Escape in the Third Degree, and Interfering with a Peace Officer. Officers stopped a yellow Mustang near the intersection of Northeast Martin Luther King Junior Boulevard and Northeast Columbia Boulevard as it was involved with a street takeover. The driver, Matthew Rogers, 23, from Rio Linda, California, was cited for no driver's license and no insurance. The Mustang was impounded. (24-194725)

At 3:10 a.m., a fifth attempted takeover near Lloyd Center. Officers broke it up within minutes.

At 3:35 a.m., a sixth attempted intersection takeover took place at Northeast Martin Luther King Junior Boulevard and Northeast Lombard Street. The driver of a blue 2002 Ford Mustang was skidding in circles in the intersection. The driver tried to flee but was arrested at Northeast 27th Avenue and Northeast Bryant Street. He is 16 years old, from Milwaukie, Oregon. He was fingerprinted and released to his parents and is due in court later for Reckless Driving and Unlawful Street Takeover. His car was forfeited.

The Portland Police Bureau and partner law enforcement agencies have begun the second night of the West Coast Invitational street takeover suppression mission in an effort to deter and combat illegal street racing activity. This street takeover event is expected to draw a significant number of people from across the region. Numerous officers, deputies, and troopers from Portland, Multnomah County, Clackamas County, Port of Portland, Oregon State Police, and Vancouver Police Department are out proactively looking for this dangerous and disruptive activity.

Last night's mission resulted in 50 traffic stops, 7 arrests, 4 towed vehicles and 11 citations.

The first night of a multi-agency effort to deter street takeovers has been effective. PPB is unaware of any street or intersection takeovers, and there was limited speed racing and sideshow activity. Throughout the course of the night, officers, deputies, and troopers conducted high visibility patrols and proactive enforcement on dangerous driving. This proactive approach has shown to be effective in preventing and deterring illegal street racing activity.

During the mission, two people were killed and another was seriously hurt after the driver of a speeding vehicle eluded a traffic stop during the multi-agency street racing/takeover mission. At 8:30 p.m., officers initiated a traffic stop on a driver on 2700 block of Northeast 82nd Avenue. The driver slow-rolled through a high school parking lot and was boxed in by 3 police vehicles (photo). He was arrested and an open bottle of tequila was found in the car. He was evaluated for DUII but refused an Intoxilyzer test. He was issued multiple citations and a notice of driver license suspension. The vehicle was towed (photo).

At 10:49 p.m., a motorcyclist riding at extremely high speeds eluded officers in attempting to stop him in the area of Northeast Airport Way and Northeast 148th Avenue and ran into a house in the 700 block of Northeast 160th Avenue. Officers surrounded the house and made numerous attempts to get the suspect to surrender. When he did not, officers applied for and were granted a warrant to enter the home. The suspect climbed onto the roof trying to get away, but then realized he was unable to escape and surrendered. He was arrested at 3:02 a.m., over 4 hours after the stop. The motorcycle (photo) was seized. As of this news release, he remains in custody pending charges.

The Portland Police Bureau is teaming up with partner law enforcement agencies to conduct a Street Takeover Mission this weekend.

PPB has learned that Portland will be the site of the West Coast Invitational this weekend. The street takeover event is expected to draw a significant number of people from across the region. PPB is partnering with law enforcement agencies based in the metro area, Oregon, and Southwest Washington to address criminal behavior.

PPB wants to remind participants that street takeovers can result in jail time, fines, and towed vehicles.

ORS 811.127 addresses individuals who are facilitating or aiding another to engage in speed racing on a highway or reckless driving and individuals who obstruct or place a barricade on a highway or assist with placing an obstruction or barricade on a highway. The first offense is a misdemeanor while the second offense is a felony if committed within five years of the first offense.

In addition to that state statute and others, Portland City Code addresses this dangerous activity.

1. Unlawful street takeover event means an activity that is:
a. Unpermitted;
b. Preplanned or contemporaneously coordinated by two or more persons; and
c. Involves one or more persons demonstrating, exhibiting, or comparing the maneuverability or power of one or more motor vehicles in a curved direction, in a circular direction, or around corners, including but not limited to by breaking traction in a curved or circular direction or around corners.

2. A person commits the offense of an Unlawful Street Takeover if, in a public place or upon a highway, the person knowingly operates a motor vehicle while engaged in an unlawful street takeover event.

3.1. Highway means the entire width of a public right-of-way when any portion thereof is intended for motor vehicle movement or motor vehicle access to abutting property.

3.2. Public place means an area, whether publicly or privately owned, generally open to the public and includes, without limitation, the grounds surrounding buildings or dwellings, streets, sidewalks, bridges, tunnels, alleys, plazas, parks, driveways, and parking lots.

The Portland Police Bureau has updated its vehicle towing policy and now authorizes towing for drivers operating vehicles without valid driving privileges and lack of insurance, and to address street takeovers.

The Bureau recently substantially revised Directive 0630.60, Vehicle Dispositions. Most significantly, the revised directive has the following changes:

1) The directive authorizes towing for certain offenses, such as unlicensed drivers, suspended drivers, and lack of insurance.
2) The directive authorizes towing for violating new Portland City Code, 14A.30.080, Unlawful Street Takeover and Unlawful Staging of a Street Takeover Event.
3) The directive provides new guidance on responding to stolen vehicles reported at tow lots, temporary holds for VIN inspections, and abandoned vehicle towing.

The most noteworthy change to revised Directive 0630.60 is the newly authorized towing for certain offenses such as driving uninsured, suspended, without a license, or in a street takeover pursuant to a new Portland City Code provision, 14A.30.080. This change brings the Bureau in line with both neighboring law enforcement agency common practice and state law authorization for towing. Additionally, the change was supported in public comments and among internal subject matter experts and stakeholders within the Bureau, and will serve as an additional tool for the Bureau to increase traffic safety.

While the policy allows for tows in circumstances where they were not permitted before, the policy does not require them in most cases. The policy specifically encourages Police Bureau members to exercise discretion in impounding vehicles under circumstances that may create undue hardship or risk to the occupants. Such circumstances may include, but are not limited to: the presence of young children, elderly, or disabled persons; vehicles equipped for use by such persons; and vehicles used as homes.

Members of the public are encouraged, before driving on public roads, to verify that their driver's license is current and valid and that they have current proof of insurance.

Every year, Portland Police officers respond to preventable collisions. These collisions can deeply impact those involved, their families and loved ones.

Future missions will be conducted as resources allow. These missions typically will not be preannounced, so participants are warned that they are risking arrest, towed vehicles, and traffic tickets if they take part in illegal street racing or takeovers. The goal of these missions is to deter people from engaging in these illegal and dangerous activities that are often related to crashes, shootings and other criminal activity.
