Inspection Officer Order RRW-001-2024 issued to Trans Mountain Pipeline ULC

On November 27, 2024, CER Inspection Officers issued an Inspection Officer Order to Trans Mountain Pipeline ULC (Trans Mountain) regarding its lockout tagout process and worker safety.

During a CER inspection at Trans Mountain's Sumas Terminal near Abbotsford, BC, a CER Inspection Officer saw that the company had not fully implemented its lockout tagout process for contractors working on a tank roof. The lockout tagout process ensures dangerous equipment or energy sources are turned off and stay off while maintenance or repair work is done - failure to use a proper lockout tagout process risks worker safety.

The Inspection Officer Order requires the company to:

  • Review all work that uses the lockout process and stop all work that does not comply with the proper procedure or take immediate action to restore compliance.
  • Provide a report that details all actions to address the requirement above by November 29, 2024. (Complete)
  • Provide written assurance that all ongoing and planned work along the Trans Mountain system will follow Trans Mountain's Lockout/Tagout Code of Practice by December 2, 2024. (Complete)
  • Submit a report for approval that outlines the actions Trans Mountain will take to ensure adequate training for workers involved with lockout work by December 13, 2024.

We will continue to follow up with the company to ensure it complies with the Inspection Officer Order.
