When Mike Duggan mounted an improbable write-in campaign in 2013 to become Detroit's next mayor, the city was in the throes of the largest municipal bankruptcy in history.

Baruah, the president and chief executive officer of the Detroit Regional Chamber, called "the incredible collaboration and alignment between philanthropy, the governmental community - and that's federal, state and local, led by the mayor - the business community and then finally the community itself."
