The Bureau of Energy Resources Highlights Efforts to Advance Energy Security and Decarbonization at COP29

The Bureau of Energy Resources (ENR) works to support partners and allies around the world seeking to deploy innovative clean energy technologies, improve access to reliable, affordable, and sustainable energy to spur economic growth, support American private sector investment in energy infrastructure, contribute to diverse and resilient clean energy supply chains, and train an inclusive energy workforce for the future. ENR's progress towards achieving these objectives includes the following:

• Ukraine Energy Security: In response to Russia's relentless missile, drone, and artillery attacks on Ukraine's critical energy infrastructure, ENR has led the international community's efforts to support the recovery and security of Ukraine's energy system by chairing the G7+ ministerial group launched by Secretary Blinken in November 2022. G7+ partners in June 2024 announced an additional $1 billion at the Berlin Ukraine Recovery Conference to repair and strengthen Ukraine's energy sector, bringing total U.S. and G7+ energy sector support since February 2022 to over $5 billion (more than $1.8 billion from the United States), used to procure and deliver thousands of tons of critical equipment to repair and bolster the supply of electricity, heat, and water to frontline Ukrainian communities. This support saved lives, strengthened Ukraine's defense of its sovereignty, and enabled economic activity to continue.
• Expanding Resilient, Diversified, and Sustainable Critical Minerals Supply Chains: ENR has spearheaded the Minerals Security Partnership (MSP), a coalition of countries committed to growing and diversifying global supply chains of critical minerals, particularly those utilized in clean energy technologies. MSP Partners have formalized engagement with minerals-rich countries through the MSP Forum and brought together more than 30 public finance development banks and export credit agencies through the MSP Finance Network. To advance American leadership on energy minerals, ENR has expanded outreach with the private sector on critical minerals supply chains through MINVEST, a public-private partnership with SAFE, an NGO focused on energy security. ENR has supported critical mineral supply chain diversification in more than 30 countries since 2020 through bilateral and regional foreign assistance through the Energy and Mineral Governance Program. • Clean Energy Demand Initiative: The Clean Energy Demand Initiative (CEDI) is a public-private platform that connects countries with companies, across all sectors, that are looking to power their operations with clean energy. In partnership with the Clean Energy Buyers Association (CEBA), the initiative promotes policies, best practices, and power sector investments supporting government and corporate decarbonization targets and economic growth. Since CEDI's launch, over 100 companies have indicated demand for clean energy in 14 markets, translating into hundreds of billions of dollars in potential clean energy investment. • Enabling Clean Energy Deployment and Grid Reliability and Resiliency through the Power Sector Program: Since 2021, the ENR's Power Sector Program (PSP) has committed more than $40 million to decarbonize the power sector, create opportunities for American businesses, and strengthen grids through clean and advanced energy technologies and electricity market reforms. Since 2023, ENR's Power Sector Program delivered over 160 trainings, U.S. study tours and technical cooperation activities, benefitting over 4,500 foreign officials and partners globally. This includes the Japan-U.S.-Mekong Power Partnership (JUMPP) promoting clean energy technical engagement and regional power trade between Cambodia, Laos, Thailand and Vietnam.
• Advancing Women's Participation, Leadership, and Success in the Energy Sector: In support of the U.S. National Strategy on Gender Equity and Equality and the U.S. Strategy to Respond to the Effects of Climate Change on Women, ENR launched the Women in Energy (WE) Strategy to strengthen efforts advancing women in the energy sector. ENR has hosted 26 events to elevate and empower women leaders in energy, reaching over 500 women from countries around the world. Furthermore, the ENR's Power Sector Program has contributed over $4.25 million to support the leadership and technical capacity of women in the energy sector in the Indo-Pacific, Africa, and Latin America. Through additional programs under the WE strategy, the Power Sector Program has provided leadership training, executive coaching, technical training, and mentorship to over 450 women.
• Reducing Methane Emissions in the Oil and Gas Sector through the Energy and Mineral Governance Program: ENR's Energy and Mineral Governance Program (EMGP) has committed $5 million to support hydrocarbon-producing countries to develop and implement frameworks necessary to manage methane emissions from the oil and gas sector and identify abatement opportunities that American energy service companies can advance. EMGP and the Department of Commerce's Commercial Law Development Program (CLDP) published the "Methane Abatement for Oil and Gas: Handbook for Policymakers" to empower legislators, ministries, regulators, and national oil company officials to reduce methane emissions from the oil and gas sector. • Scaling up Carbon Management Globally through the Energy and Mineral Governance Program: As part of President Biden's 2023 Carbon Management Challenge, EMGP has supported countries in the Indo-Pacific implementing policy, legal, regulatory, and contractual frameworks to govern carbon management. Furthermore, EMGP partnered with the Department of Commerce's Commercial Law Development Program (CLDP) to publish the "CCUS Handbook for Policymakers" to guide legislators, ministries, regulators, and state-owned companies to deploy carbon management technologies that meet the same high standards and technological leadership that American energy companies are demonstrating at home.
