The agenda included expanding the family mortgage programme in the Far East, additional financing for the preferential lending programme for digital transformation projects, and supporting investment projects in the tourism sector.

Mikhail Mishustin's opening remarks:

Good afternoon, colleagues.

Before we get down to today's agenda, let me say a few words about the decisions made to support large families.

The President has repeatedly emphasised the need to find the most effective support measures. Naturally, there is still much to be done to improve large families' living conditions.

To achieve this, the Government has implemented a wide range of measures, such as providing a one-time payment of 450,000 roubles to pay off a mortgage for parents who have a third child or more. Last year, this amount was increased to one million roubles for residents of the Primorye Territory, as part of a pilot project.

In accordance with the President's instructions, we will extend this measure to Chukotka and the Far Eastern regions where the birth rate is lower than the average in the area.

We will allocate about three billion roubles for these purposes in the federal budget for the next three years, with one quarter of the amount allocated for this year.

These funds will be allocated through co-financing under the corresponding procedure. This decision will enable regions to provide the full payment to all those who are eligible, which will serve as fundamental support for parents who wish to create a large family.

Now, let's move on to today's agenda.

As per the President's instructions, the Government is providing support to the ICT sector.

We will also allocate almost 2.5 billion roubles to the preferential loans programme for companies that are implementing digital transformation projects. It is important to note that these projects use domestic solutions.

The subsidised interest rate for these loans ranges from one to five percent per year, or no higher than three percent for accredited enterprises. The loan amount can be up to 10 billion roubles. These funds are designated for the development and introduction of Russian products for use in the ICT sector. They can be used to purchase software, licenses, develop proprietory technologies, pay employees and meet other needs.

There is high demand for this assistance among businesses. Federal funds will help complete the previously supported projects, which is essential for further digitalisation, economic sectors, and, most importantly, for decreasing reliance on foreign alternatives. We are implementing this through industrial competence centres as well, which operate in almost all sectors.

Another topic of concern is our hospitality industry.

The President has emphasised that tourism offers prospects for development, job creation, and the expansion of entrepreneurial and creative initiative across all regions of the country.

The Government prioritises this sector and will allocate an additional 6.5 billion roubles to ensure the timely implementation of numerous new projects included in the preferential loans programme.

We believe that this subsidy will make it possible for investors to speed up all kinds of work and complete the construction or renovation of hotel rooms on time, as well as open water parks, ski resorts, and amusement parks. This will provide our people with more opportunities to enjoy comfortable vacations, including family vacations.
