TTB Establishes the San Luis Rey American Viticultural Area

On August 30, 2024, we formally established the San Luis Rey American Viticultural Area (AVA). This approximately 97,733-acre AVA is located in San Diego County, California. The San Luis Rey viticultural area lies within the established South Coast viticultural area. See Docket No. TTB-2023-0007 on Regulations.gov for all documents and public comments related to this rulemaking.

Bottlers who wish to label their wines with this new AVA as an appellation of origin must obtain a new Certificate of Label Approval (COLA) for the label, even if the currently approved label already contains another AVA appellation of origin. Please do not submit COLA applications for labels using the new AVA until September 30, 2024, the effective date of this final rule.

While the time it takes for your claim may vary, we aim to meet our customer service standards to review and pay claims within:

  • CBMA Importer Claims: 90 days
  • Manufacturer of Nonbeverage Products Drawback Claims: 45 days
  • All Other Tax Claims: 45 days

Check TTB.gov for updates each month - submission volume and resource levels can cause service levels to fluctuate.

Also remember that your actual processing time is impacted by the completeness and accuracy of your submission. To avoid delays, ensure claims are complete and include all supporting documentation; any errors or missed documentation will delay your claim.

ACTION: Notice of public meeting

SUMMARY: In accordance with the Federal Advisory Committee Act, as amended, the Agricultural Marketing Service (AMS), U.S. Department of Agriculture (USDA), is announcing a meeting of the National Organic Standards Board (NOSB). The NOSB assists USDA in the development of standards for substances to be used in organic production and advises the Secretary of Agriculture on any other aspects of the implementation of the Organic Foods Production Act (OFPA).

DATES: An in-person meeting will be held October 22-24, 2024, from 8:30 a.m. to approximately 6 p.m. Pacific time (PT) each day, and we plan to include a virtual broadcast.

Oral Comments: The NOSB will hear oral public comments via webinars on Tuesday, October 15, 2024, and Thursday, October 17, 2024, from 12 p.m. to approximately 5 p.m. eastern time (ET). The USDA National Organic Program (NOP) will consult with the Board on whether time will be allotted for in-person oral public comments in Milwaukee, in addition to the pre-meeting oral comment webinars and written comments. If allowed, NOP will post details on the AMS website when registration opens.

Written Comments: The deadline to submit written comments and/or sign up for oral comment at either the webinar or in-person meeting is 11:59 p.m. ET, September 30, 2024.

SUMMARY: The Commission hereby gives notice that it has instituted reviews pursuant to the Tariff Act of 1930 (''the Act''), as amended, to determine whether revocation of the countervailing duty order of refillable stainless steel kegs from China and the antidumping duty orders of refillable stainless steel kegs from China and Mexico would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.

DATES: Instituted September 3, 2024. To be assured of consideration, the deadline for responses is October 3, 2024. Comments on the adequacy of responses may be filed with the Commission by November 12, 2024.
