Energy Facility Siting Council to Meet December 13, 2024

SALEM - The next regularly scheduled meeting of Oregon's Energy Facility Siting Council will be held on Friday, December 13, 2024. Attendance will be open to the public both in person in Salem, OR and virtually using the online Webex platform. Please see the meeting agenda for more detailed information, including meeting time, location, and instructions on how to attend virtually.

The main items on the Council's agenda include:

Land Conservation and Development Commission's Eastern Oregon Solar Siting Possibilities Rulemaking (Action Item) - Tom Jackman, Rules Coordinator will provide an overview of the rulemaking and proposed rules for Council's review pursuant to ORS 469.520(2).

Land Use Standard and Goal Exception Overview (Information Item) - Patrick Rowe, Oregon Department of Justice Senior Assistant Attorney General and Counsel to EFSC will provide an overview of the Council's land use standard, the laws governing the granting of exceptions to statewide planning goals, and the Department's updated memorandum addressing Council's granting of exceptions to Statewide Planning Goal 3.

Initiation of Rulemaking Alignment Phase 2 (Action Item) - Tom Jackman, Rulemaking Coordinator. Council will consider staff's recommendation to initiate phase 2 proposed revisions to the Council's rules in Divisions 15, 20, 21 and potentially others to improve the consistency of rules and the application process.

2024 Annual Election of Officers (Action Item) - Todd Cornett, Council Secretary. Consistent with OAR 345-011-0010(1), Council will complete its obligation to annually elect a Chair and a Vice Chair.
