These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Rock Island.

REQUEST FOR RELEASE OF FUNDS (RROF)

On or about August 23. 2024, the City of Rock Island will submit a request to HUD for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended, to undertake activities known as the CDBG 2024 Annual Action Plan Projects/Activities for the purpose as listed below:

Location: 1313 5th Avenue, Rock Island, IL 61201

Project Description:The CDBG funds will be used for full roof replacement of three levels. This includes removal of the old underlayment and rubber roofing, and removal of the parapet copes. Then installation of new underlayment, and rubber membrane, and installation of new copes over all parapet walls. May include replacing the cast with PVC on all stacks on the exterior of the roof.

Level of Environmental Review Citation: Categorically Excluded per 24 CFR 58.35(a), and subject to laws and authorities at §58.5.

Estimated Total Project Cost [24CFR 58.2 (a) (5)]:CDBG Funding $259,410.00.

Mitigation Measures/Conditions:Summarized below are all the mitigation measures that were adopted by the Responsible Entity to reduce, avoid or eliminate adverse environmental impacts and to avoid non-compliance with the above listed authorities and factors. These measures/conditions must be incorporated into project contracts, development agreements and other relevant documents. The staff is responsible for implementing and monitoring mitigation measures should be clearly identified in the mitigation plan. This project is categorically excluded and cannot convert to exempt status because two authorities listed in Section 58.5 require mitigation. The mitigation conditions are listed below.

For grants and other non-loan forms of financial assistance, flood insurance coverage must be continued for the life of the irrespective of the transfer of ownership. The amount of coverage must be at least equal to total project cost or the maximum coverage limit of the National Flood Insurance Programs, whichever is less. The building is covered under the City's Flood Insurance Policy. The property coverage for flooding is $5,000,000.00.

For Floodplain management, The City of Rock Island has a certified Levee that protects this area from a 100-year flood. The City has also conducted a 5-step process for this project.

Please note: This RROF is subject to HUD's approval of the City of Rock Island's 2024 Annual Action Plan and Grant Agreement. In the event, anything was to change, the RROF/Authority to Use Grant Funds (AUGF) would also reflect that change.

Finding of No Significant Impact (FONSI)

The City of Rock Island has determined that this project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Rock Island, Community Development Department and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Rock Island, Nichole Mata 1528 Third Avenue, Rock Island, IL 61244 or may submit comments via email at [email protected]. All comments received by August 23, 2024 will be considered by the City of Rock Island prior to authorizing submission of a RROF. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Rock Island certifies to HUD that Mayor Mike Thom's in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Rock Island to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Rock Island's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the name of RE; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, Donald G. Kathan, Director, Community Planning and Development, at [email protected]. Potential objectors should contact HUD to verify the actual last day of the objection period.
