City of Cleveland Releases Key Studies on Future of Burke Lakefront Airport

Creating a potential pathway toward repurposing airport for future lakefront development

September 16, 2024 - Cleveland - Today, the City of Cleveland announced the release of two pivotal studies that examine the future of Burke Lakefront Airport (BKL). Commissioned by the city, these studies mark a significant step in Mayor Justin Bibb's ongoing efforts to ensure that Cleveland's lakefront development is equitable and accessible to all residents.

The first study, an Airport Layout Plan Narrative Report, focuses on the Federal Aviation Administration (FAA) requirements and legal, operational, and financial implications of potentially closing Burke Lakefront Airport. The second study delves into the economic and fiscal impacts of redeveloping the 245-acre site currently occupied by the airport.

"These studies are crucial in helping us understand the feasibility and potential benefits of transforming Burke Lakefront Airport into a space that better serves our community," said Mayor Bibb. "The findings have reinforced my long-held belief that closing Burke is both possible and economically advantageous for Cleveland."

One key takeaway from the economic study is that the current economic impact of Burke is relatively small, generating approximately $76.6 million in direct economic activity per year-most of which would remain in the region even if Burke were to close. The report also explores a "Maximum Development Scenario," which envisions retaining at least 200 acres of land for parks and greenspace, alongside some mixed-use development on the site. Under this scenario, the report estimates that there will be about $92 million in direct economic activity per year.

"For decades, elected officials, businesses, and our residents have shared ideas about the best use of Burke, the property on which it sits, and our lakefront," said City Council President Blaine A. Griffin. "The release of this report will allow us to connect quantitative research with the many thoughts and opinions shared over the years. Council will thoroughly review this report, rely on the feedback of our constituents, and work with our partners in the administration and the federal level to determine the appropriate next steps."

Mayor Bibb emphasized that while the studies provide valuable insights, the decision to close Burke has not yet been made. In addition to engaging with stakeholders, there is a formal application process with the FAA that has not begun. The city will continue to work closely with the FAA and other partners to carefully evaluate the findings and explore a responsible path forward.

Ward 3 Councilman and Chair of the Transportation and Mobility Committee, Kerry McCormack stated, "As a longtime advocate for public access to our waterfronts, I applaud Mayor Bibb for commissioning detailed and thoughtful studies on the future of Burke Lakefront Airport. While there is no doubt that much due diligence will be needed, I believe our residents deserve meaningful access to high quality public space on our lakeshore, including the land where Burke Lakefront Airport sits. Connecting all of our people to our most precious resources will always be the right thing to do."
