Secretary of State Diego Morales: Indiana’s Well Maintained Voter Rolls Safeguard Election Integrity

INDIANAPOLIS - (October 10, 2024) - Indiana Secretary of State Diego Morales highlights Indiana's effort to update and clean the state's voter rolls, reinforcing his office's ongoing commitment to protecting election integrity. Indiana's voter list maintenance process helps bipartisan county voter registration boards identify registrations which appear to be obsolete, duplicates, or inactive over numerous election cycles. The process strengthens public confidence that registration lists consist of eligible voters and accurately reflect the number of voters eligible to participate in an election.

"Maintaining clean voter rolls is essential for a safe and secure election process. This effort is part of our continuous commitment to upholding the integrity of our elections and ensuring that every vote cast is legitimate. By cleaning up the voter rolls, we are reducing the potential for errors and ensuring that every eligible Hoosier's vote counts. As a state, we are taking proactive steps to protect the integrity of our voter rolls, so Hoosiers can be confident in the accuracy of our elections," said Diego Morales, Indiana Secretary of State.

In 2023, first class postcards are mailed to every active voter in Indiana. Voters do not need to respond to voter list maintenance mailings if the information shown is correct. Mailings returned by the U.S. Postal Service as undeliverable may result in registrations being flagged as "inactive." If a registration address cannot be confirmed after multiple attempts and the registrant does not vote in two consecutive federal elections, a registration may be flagged as cancelled. Voters with inactive registrations can still vote but will be required to confirm their address at the polls. Voters with cancelled registrations will have the opportunity to vote by signing a form available at the polls, confirming or updating their registration.

As a result of 2023, and continuing voter list maintenance activity in Indiana:

• Nearly a million voter registrations have been updated
• More than 360,000 registrations were flagged as "inactive"
• More than 470,000 obsolete registrations were flagged as cancelled by county registration boards

Indiana's voter list maintenance effort increases confidence that each of the more than 4.8 million voter registrations in Indiana represents an actual, eligible Hoosier voter.

This voter roll maintenance effort follows strict guidelines set by both state and federal laws, including the National Voter Registration Act (NVRA), which provides safeguards to prevent disenfranchisement while promoting the accuracy of voter lists. The process administered by the bi-partisan Indiana Election Division, is conducted in a manner that protects voter rights and complies with all legal requirements.
