Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that ENSTAR Natural Gas Company (ENSTAR) filed TA346-4, requesting approval of a Limited Scope South Central Power Pool Balancing Agreement with Chugach Electric Association, Inc. (Chugach) and Matanuska Electric Association, Inc. (MEA) as a special contract. The term of the special contract begins when it has been signed by all Parties and has been approved by the Commission and will remain in effect through the term of the Amended and Restated Power Pool Agreement between MEA and Chugach, or until the Agreement is replaced by a Grid Integration and Balancing Agreement. Additionally, any Party may terminate the Agreement if mutually acceptable amendments are not reached once liquefied natural gas is imported into Cook Inlet in a project with multiple Railbelt utilities as off takers.

In accordance with ENSTAR's tariff, the Daily Balancing Tolerance (DBT) limit for MEA will be a flat +/- 3,000 Mcf per day in all months for MEA's Eklutna Generation Station. The DBT limit for Chugach will be adjusted as set forth below:

April-September +/- 4,000 Mcf per day or +/-10% of required receipts, whichever is greater

October-March +/- 1,000 Mcf per day or +/- 10% of required receipts, whichever is greater

The special contract also allows for intraday nomination revisions and requires all Parties to communicate any significant shift in expected operations as soon as reasonably possible. The over/under supply penalty in ENSTAR's tariff is waived if MEA and/or Chugach perform an intraday nomination in either the 00:00 and/or 04:00 nomination blocks of the next day. If an intraday nomination is not made in either the 00:00 and/or 04:00 nomination blocks, then an over/under supply penalty will apply.
