Regulation (EU) No 181/2011 concerning the rights of passengers in bus and coach transport refers only to wheelchairs and "other mobility equipment" for the transport of people with reduced mobility, without defining other mobility equipment. Due to the imprecise definition of the EU Regulation, there are different solutions for the transport of electric mopeds by bus or coach in the Member States, while some Member States refuse to allow electric mopeds to be transported by bus or coach. The legislation needs to be clarified to ensure equal access to bus and coach services for disabled people.

  • 1.By the Commission's understanding, do electric mopeds fall under the category of "other mobility equipment"?
  • 2.Which part of this legislation obliges Member States / bus and coach operators to also carry electric mopeds that facilitate the mobility of disabled passengers?
  • 3.Does the Commission plan to clarify/define the relevant part of the regulation, giving clear guidance to Member States to ensure that people with reduced mobility also have passenger rights, and that these rights are adapted to their needs?
