Attorney General’s Advisory: A Ban on MoUs with Government

September 11, 2024

The Attorney General of Uganda published an advisory on 5 July 2024 on the execution of memoranda of understanding (MOUs) with the Government, including ministries, departments, agencies and local governments (MDA/LGs). Ugandan law already prevents the Government from entering into certain contracts or agreements without seeking the Attorney General's legal advice. In the recent advisory, the Attorney General now cautions against Government and all MDA/LGs executing certain types of MOUs.
