Safe City Projects, developed by the Police and Municipal Corporations of the city, are in keeping with the demands of their women citizens and to plug any gaps in existing infrastructure

The Government implements a scheme of Cyber Crime Prevention against Women and Children (CCPWC) under Nirbhaya Fund. A National Cybercrime Reporting Portal (NCRP) www.cybercrime.gov.in has been launched under CCPWC to report all types of cybercrimes with special focus on cyber-crimes against women & children. A toll-free Helpline No. 1930 is also operational in all States/ UTs. NCRP has had more than 16.18 Crore visitors. 1.94 lakh Child Pornography/ Rape or Gang Rape (CP/RGR) complaints have been reported as on 30.04.2024. A Memorandum of Understanding (MoU) has also been signed on 26.04.2019 between the National Crime Records Bureau (NCRB), India, and the National Centre for Missing and Exploited Children (NCMEC), USA regarding receiving of Tip-line report on online child pornography and child sexual exploitation contents from NCMEC. As on 31.03.2024, more than 69.05 lakh Cyber Tip-line reports have been shared with States/UTs concerned. Under the CCPWC scheme, Cyber Forensic cum Training Labs have also been established in 33 States/ UTs.

Under the CCPWC Scheme, the Ministry of Home Affairs has provided financial assistance of Rs. 131.60 Crore to the States/UTs, out of which Rs. 105.30 Crore has been utilised. Also, Rs. 41.45 Crore has been disbursed to Central agencies i.e. NCRB, Bureau of Police Research & Development (BPR&D) and Directorate of Forensic Science Services (DFSS) against which 100% fund has been utilized.

Some of the Projects/ Schemes under Nirbhaya Fund are technology-driven.These include,

Emergency Response Support System (ERSS)-112 has been operationalized in all 36 States/UTs and has handled over 36.29 crore calls as on 30th April 2024 with over 14.36 lakh downloads of '112 India' Mobile App.

Safe City Projects are comprehensive and integrated projects developed by the Police and Municipal Corporations of the city, in keeping with the demands of their women citizens and to plug any gaps in existing infrastructure. The project aims to install technology to aid smart policing and safety management in 8 cities (Ahmedabad, Bengaluru, Chennai, Delhi, Hyderabad, Kolkata, Lucknow and Mumbai) in Phase I;

Strengthening/ Setting up of State Forensic Science Laboratories (SFSLs) established in 30 States/ UTs;

Integration of Women Helpline (WHL)-181 with ERSS is functional in 35 States/ UTs and has assisted more than 76.02 lakh women up to 31.05.2024;

Monitoring Centres have been commissioned in 11 States/UTs of Bihar, Puducherry, Himachal Pradesh, West Bengal, Sikkim, Uttarakhand, Mizoram, Chhattisgarh, Chandigarh, Andaman & Nicobar Islands and Odisha for the implementation of Vehicle Tracking Platform (VTP);

State-of-the-Art DNA analysis Centre has been inaugurated in Central Forensic Sciences Laboratory Chandigarh on 23rd December 2019. In addition, four independent units fully equipped with modern DNA Profiling tools and techniques have been set-up;

Under the Integrated Emergency Response Management System (IERMS) project, 489 railway stations have so far been equipped with CCTV system across the country;

2034 tabs have been procured and distributed among the Railway Protection Force (RPF) personnel to assist women travelling alone or those requiring help on board the train;

Artificial Intelligence (AI) based Facial Recognition System (FRS) integrated with video surveillance systems across 7 busy railway stations namely: Mumbai CST, Delhi, Howrah, Sealdah, Patna, Secunderabad and Chennai Central have been selected for a pilot project.
