Ever since the start of European Union Training Mission in Mozambique EUTM-MOZ, our mission has not been solely confined to the military facet; instead, significant emphasis has been placed on the training and teaching of Mozambican Armed Forces (FADM) units about international human rights and humanitarian law.

Ever since the start of European Union Training Mission in Mozambique EUTM-MOZ, our mission has not been solely confined to the military facet; instead, significant emphasis has been placed on the training and teaching of Mozambican Armed Forces (FADM) units about international human rights and humanitarian law, addressing gender-related concerns, and fostering cultural awareness.

Therefore, the EUTM-MOZ team is made up of wide range of experts and Legal Advisor (LEGAD) is one of them. EUTM-MOZ LEGAD is part of the Specialized Staff. In general, EUTM-MOZ LEGAD's main work topics include providing general legal advice, assisting planning, rules of engagement (ROE), international human rights law and humanitarian law (including training) and some liaison work.

According to EUTM-MOZ current mandate EUTM-MOZ's main goal is to support a more efficient and effective response by the FADM to the crisis in Cabo Delgado and to make sure it's in compliance with human rights law and international humanitarian law. To do that EUTM-MOZ provides the selected FADM units and their leadership education on human rights law and international humanitarian law, including the protection of civilians, and on respect for the rule of law. This is done in cooperation with different external organisations, like United Nations (UN) and International Committee of the Red Cross (ICRC). During these training courses EUTM-MOZ LEGAD supports UN and ICRC. Over the last three years, there has been noticeable progress in the understanding and execution of human rights laws and humanitarian laws among the FADM units undergoing the training provided by EUTM-MOZ.

On everyday basis LEGAD provides legal advice to EUTM-MOZ. This covers wide range of tasks:

  • LEGAD conducts ROE and use of force presentations to EUTM-MOZ personnel;
  • LEGAD helps J8 Branch - Budget and Finance, with contractual matters to ensure that EUTM-MOZ interests are represented as well as possible and oversees the enforcement of these contracts by EUTM-MOZ partners;
  • LEGAD advises EUTM-MOZ Cabinet on different bilateral or multilateral agreements;
  • LEGAD provides advise related to compliance with EUTM-MOZ internal rules;
  • LEGAD assists EUTM-MOZ members in case of different legal matters.

By fulfilling these responsibilities EUTM-MOZ LEGAD helps to ensure that EUTM-MOZ activities comply with legal standards and are within the bound of law.
