MDHHS seeks proposals for development of Quick Response Teams to connect individuals to resources following non-fatal overdoses

LANSING, Mich. - The Michigan Department of Health and Human Services (MDHHS) has issued a competitive Grant Funding Opportunity (GFO) for organizations to develop Quick Response Teams (QRT) to provide follow-up and outreach to survivors of non-fatal opioid overdoses.

QRTs can consist of law enforcement, emergency medical personnel, addiction professionals and peer recovery coaches. Team members will engage with individuals within 24 to 72 hours of an overdose to help connect them with services that decrease the risk of future overdose mortality - including naloxone, syringe service programs or substance use disorder treatment. Other resource connections may include housing, food assistance, employment assistance, medical services and health insurance enrollment, peer support groups or family support groups.

Reducing health disparities in overdoses and opioid use disorder treatment and recovery services is a priority for MDHHS. This funding opportunity is being provided through the State Opioid Response grant MDHHS received from the Substance Abuse and Mental Health Services Administration. It is designed to encourage treatment and recovery service access and retention by serving target communities and underserved populations in need of services and support.

This opportunity is open to substance use disorder (SUD) prevention and treatment providers, recovery community organizations, harm reduction organizations, federally recognized tribes, Indian Health Services, Tribal and Urban Indian Organizations and SUD peer service organizations.

A total of $1.3 million is available, with a maximum award of $150,000 per grantee.

Grant applications must be submitted electronically through the EGrAMS program by 3 p.m., Tuesday, Jan. 7. The program period begins March 1, 2025, and ends Sept. 30, 2025. Successful applications may be awarded continuing funding based upon funding availability and acceptable performance.
