Below is this week's congressional update by BakerHostetler's Federal Policy team. We'll continue to post in weeks when both chambers of Congress are in session.

HEADLINES

  • President Joe Biden yesterday made the historic decision to decline his party's nomination for reelection and endorse his vice president, Kamala Harris, but the path forward for the Democratic nomination is not yet clear.
  • Meanwhile, after narrowly surviving an assassination attempt at a Pennsylvania campaign rally July 13, former President Donald Trump officially became the Republican nominee at last week's convention in Milwaukee.
  • Both chambers of Congress are currently scheduled to be in session for the next two weeks, with attention sure to focus on Biden and Harris and what may follow, even as Israeli Prime Minister Benjamin Netanyahu addresses a joint session this week.

HOUSE

  • The House will hold floor votes tonight through Thursday, and receive Netanyahu's joint address Wednesday.
  • The Oversight Committee, Judiciary Committee, and Homeland Security Committee this week will all probe the security failures leading to the attempt on Trump's life, and the House will vote on establishing a task force to investigate.
  • Chief executives from the three largest pharmacy benefit managers will testify on their role in rising healthcare costs tomorrow at the Oversight Committee.

SENATE

  • The Senate will be in session throughout the week.
  • Several bank executives will testify tomorrow at the Homeland Security and Governmental Affairs Permanent Subcommittee on Investigations regarding consumer protections in online payment systems.
  • The Banking Committee on Thursday will hold a hearing with several administration officials regarding export controls, investment security, and the Defense Production Act.

WHITE HOUSE

  • Biden's schedule is uncertain following Sunday's announcement of his withdrawal from the presidential race.
  • The Democratic nomination is now uncertain, but Harris is working quickly to consolidate support ahead of the party's convention beginning Aug. 19 in Chicago.
  • Harris is also expected to move quickly to choose a running mate, perhaps as soon as this week.
