Town Establishes Citizen's Oversight Committee for Potential Sales Tax Measure

Apple Valley, CA - August 13, 2024 - The Town of Apple Valley has adopted Resolution No. 2024-27, establishing an Oversight Committee for Measure P, should it pass, along with Committee Bylaws. Measure P is more formally known as the Citizen's Transactions and Use (Sales) Tax Revenue Measure. This action is in anticipation of Measure P, which will appear on the ballot at the November 5, 2024, General Municipal Election. The proposed measure would institute a sales tax at the rate of one cent (1¢).

The Measure P Oversight Committee will be tasked with ensuring transparency and accountability in the collection and expenditure of the tax revenue, should the measure pass. The committee will be composed of local residents who will oversee and review the usage of funds generated by the tax, ensuring that they are used in a manner consistent with the intentions stated in the measure.

The Committee Bylaws outline the structure, responsibilities, and operations of the Oversight Committee, including its composition, meeting frequency, and reporting obligations. The establishment of this committee is a proactive step by the Town Council to maintain public trust and ensure that the community has a voice in how these potential new funds are managed.

Apple Valley Mayor Scott Nassif stated, "We are committed to being transparent and accountable to our residents. The outcome of the November 5, 2024, election will determine whether the proposed sales tax measure will be implemented. If passed, the committee will begin its work in alignment with the new tax revenue collection cycle.

Measure P will generate approximately $9 million per year in locally controlled revenue to fund town services if approved by voters. As described in the ballot measure, funds generated through Measure P may be used for town services and programs, such as maintaining 911 response times, safe routes to school programs, responding to property crimes, thefts, and burglaries, hiring and retaining sheriff's deputies, repairing streets and potholes, retaining and attracting local businesses, addressing homelessness, cleaning and maintaining public areas and parks, and other town services.
