Office of Health Strategy and Windham Hospital Introduce Independent Agency and Next Steps in Birthing Center Study
(HARTFORD, CT) - The Office of Health Strategy (OHS), in collaboration with Windham Hospital and Guidehouse Inc., has identified next steps for the independent study to evaluate the need for and feasibility of a birthing center in the Windham community. OHS required the study to protect reproductive health in the greater Windham community as part of the agreed settlement allowing the hospital to terminate inpatient obstetric services.
Guidehouse, Inc. is an independent agency and global consulting firm that provides advisory services to both the commercial and public sectors, with a specialized focus in healthcare. The birthing center assessment will be conducted independently of both OHS and Windham Hospital.
A Comprehensive and Inclusive Process
Guidehouse will assess supply and demand for as well as financial viability of a freestanding birthing center in the Windham community.

- Phase 1: Project Mobilization and Kick-Off: Guidehouse will assign its work team.
- Phase 2: Supply/Demand Feasibility Assessment (December 2024 - January 2025) Guidehouse analyzes the need for and the feasibility of birthing services, evaluating factors such as staffing, volume and safety. This will include focus groups with local women, caregivers, and community partners to gather input. Ten focus groups will engage 100 participants, ensuring robust community involvement.

Phase 3: Financial Viability Assessment (January - February 2025)
Guidehouse will examine the financial viability of a freestanding birthing center and determine the overall viability and feasibility of a birth center.
Community Engagement
Guidehouse will share a public notice and invite members of the public to participate in the study process through a series of focus groups for community stakeholders including women, caregivers, and community partners. The notice and the executive summary of the scope of work are available on the OHS website.
