25-1 and Prospect Project Environmental Assessment

The Housing Authority of the City of Eureka (HACE) and Brinshore Development, L.L.C. are partnering to redevelop HACE's public housing portfolio on eight adjacent properties directly south of West Harris Street, roughly bordered by Prospect Avenue to the west, Burrill Street to the south, and Elizabeth Street to the east. The 25-1 and Prospect Project ("Project") proposes to demolish the existing affordable housing (built in the 1950s and 60s and considered by HACE to be functionally obsolete) and rebuild at a higher density. The Project will occur in seven phases, and will result in 150 net new affordable residential units, resulting in a total of 256 residential units. The Project also proposes to redevelop and/or relocate several commercial and/or public facility buildings including the HACE offices, a housing maintenance facility, the Boys and Girls Club building, and a community police building, as well as add 186 net new parking spaces. The County of Humboldt Housing Authority will be providing Section 8 housing assistance to the Project in the form of Project Based Vouchers (PBVs), as authorized under Section 8 of the Housing Act of 1937, as amended. On or about July 15, 2024, the City of Eureka will authorize the County of Humboldt Housing Authority to submit a request to the U.S. Department of Housing and Urban Development for the release of PBVs for the initial phase ("Green Phase") of the Project for 43 housing units designated for income-qualified persons (Request for Release of Funds).

Because the Project is receiving federal funds (in the form of PBVs), an environmental assessment (EA) was required under the National Environmental Policy Act. An EA has been completed for the entire Project (the initial Green Phase and subsequent six phases), and the City of Eureka has determined the Project will have no significant impact on the human environment (Finding of No Significant Impact). All comments received by July 15, 2024 will be considered by the City of Eureka prior to authorizing submission of a request for release of funds.
