GENTEXT/REMARKS/1. This MARADMIN is the promotion authority for all
LCpls and Cpls of the regular Marine Corps (USMC). Type "JEPA" in
Marine Corps Total Force System (MCTFS) main menu to view the active
duty promotion parameters and cutting scores for promotion. Note
that cutting scores are not available in MCTFS until after the
current month select grades have posted. Print the current month
cutting scores and attach with this MARADMIN for future reference.
Scores are also available on the Enlisted Promotions web page.
2. References (a), (b) and (c) provide information and guidance
on the changes to time in grade and time in service for promotion.
3. Commanders are reminded that all Professional Military Education
(PME) must be entered in MCTFS in a timely manner.
3.a. LCpls and Cpls who meet the cutting score, but are not PME
complete and have not been run as "NOT REC" will not be selected
due to their PME flag in MCTFS being "N".
3.b. PME incomplete Marines will not appear select grade. Commands
shall run these "not rec" for promotion and complete page 11 entry.
4. References (d) and (e) set forth guidance and instructions for
effecting the monthly promotions of LCpls and Cpls of the regular
Marine Corps who meet the following criteria:
4.a. SEL CPL ED: 20240701
4.b. SEL SGT ED: 20240701
4.c. DATE OF RANK: 20240701
4.d. EFFECTIVE DATE: 20240701
5. Commanders will ensure the following criteria are met:
5.a. Receipt of this MARADMIN as the official promotion authority.
5.b. Receipt of 1 July 2024 select grade rosters generated on the
unit diary feedback report.
5.c. Prior to being promoted, all Marines must be PME complete IAW
reference (f).
6. The JEPES score used for promotion is computed in MCTFS using
the total of a Marines objective scores and their command input
marks prior to the command cutoff date (MCTFS cutoff) for each
promotion month. The command cutoff for 1 July 2024 promotions is
31 May 2024. Entries with a date after 31 May 2024 will not
count towards a 1 July 2024 promotion score. Marines may notice a
higher or lower score reflecting on the JEPES Marine Reported On
Dashboard in Marine on Line however; this is not the score used
for promotion. Late reporting of any data element which occurred
prior to the command cutoff date, to include command input marks,
will cause MCTFS to automatically recompute the JEPES score and
effect the auto remedial promotion process.
7. Remedial Promotions
7.a. Per reference (g) Junior enlisted remedial promotions will no
longer require a formal request via naval correspondence from the
commanding officer to initiate the remedial process unless they
fall within one of the following conditions:
7.a.1. Requests to correct entry level grades associated with a
contracted private first class.
7.a.2 Requests for non-competitive intended military occupational
specialties promotions.
7.a.3. Requests associated with Marine Corps Embassy Security Group
PME waivers.
7.a.4. Requests associated with the Musician Enlistment Option
Program.
7.a.5. Request for reservists who changed components after their
requested remedial promotion date.
7.a.6. Requests to correct a previous DOR for a Marine that has
already been promoted.
7.b. For all other junior enlisted remedial promotions MCTFS will
automatically screen all junior enlisted Marines who had late
training or PME entries to determine if their new JEPES score
meets or exceeds the cutoff from a previous month. Those that
meet the requirements and are otherwise eligible for promotion will
be automatically promoted in the system.
