Policy Matters Ohio today released its comprehensive proposal for the FY 2026-27 state budget. A Moral Document: How the budget can bring out the best in Ohiopresents the organization'spriorities for the coming budget season: 50 recommendations for using state revenues to benefit all Ohioans.

"We often hear that budgets illustrate what a community really values: the people, programs and policies we choose to support with our collective resources," said Kathryn Poe, budget researcher and the report's lead author. "But it's sometimes tough to find real Ohioans' priorities reflected in Ohio's budget. We thought of 50 ways to change that."

The report also summarizes recent funding trends for 10 state-level departments, including the Departments of Education & Workforce, Higher Education, and Children & Youth. "These agencies fund our schools, colleges, and public investments in childcare," said Poe. "They help people experiencing mental illness, people who are out of work, and working people whose bosses try to steal from and exploit them."

"In short, the state budget funds some of the most important work we do together as Ohioans. When policymakers fund this work adequately and equitably, Ohioans have a better shot at living our shared values, supporting each other, and building an Ohio that works for everyone."
