Pursuant to Environmental Conservation Law sections 3-0305 and 11-0715, the New York State Department of Environmental Conservation (NYS DEC) hereby gives notice of the following:

Notice of Adoption to add 6 NYCRR section 177. This notice will be published in issue 46 of the State Register, dated November 13, 2024. This amendment enables License Issuing Agents (LIAs) to add a $1 transaction fee to cover their material costs. Additionally, this proposal will enable NYS DEC's license vendor to levy a $2 fee for licenses purchased online or by phone for which the buyer requests the license be printed and mailed to them. All license buyers who purchase online, by phone, via NYS DEC's mobile app, or at an LIA will have the option to avoid the transaction fee by choosing to receive their licenses and tags via email for free printing at home.
