Board of Supervisors Meeting Recap - July 23, 2024

The Napa County Board of Supervisors met today as scheduled for Tuesday's July 23, 2024, Board meeting. Supervisor Ryan Gregory (District 2), Supervisor Anne Cottrell, Vice Chair (District 3), Supervisor Alfredo Pedroza (District 4), and Supervisor Belia Ramos (District 5) were in attendance. Meeting Highlights:

Item 3:

  • Luis Ambriz, Napa County Animal Care Community Program Coordinator, and Vice Chair Cottrell introduced the "Pet of the Week," a regular feature of the Board of Supervisors' meetings.
  • Today, we met Otto, a 4-month-old, 4.5 lb., male domestic medium hair cat.
  • Adoption fees will be waived if Otto is adopted this week. Visit CountyofNapa.org and search "Pet Adoptions."

  • The Board adopted an ordinance ordering a special election and consolidating it with the November 5, 2024 statewide presidential general election to allow Napa County voters to approve or reject Napa Valley Transportation Authority (NVTA)'s ordinance, known as the Napa Valley Transportation Improvement Act.
  • If approved by the voters, it will establish a one-half percent countywide sales tax, replacing the existing one-half percent sales tax previously approved by the voters in 2012 (Measure T), and will take effect on July 1, 2025.

  • The Board adopted a Workplace Violence Prevention Plan in accordance with Senate Bill 553.
  • Napa County is committed to providing a safe and secure work environment for all employees, contractors, visitors, and volunteers and will make concerted efforts to prevent workplace violence incidents, including by following the requirements of this WVPP.

  • The Board approved 17 agreements with 14 different organizations for Napa County Arts and Culture Advisory Committee grant awards and a Napa Valley Tourism Improvement District-Unincorporated grant award for the term July 1, 2024, through June 30, 2025.
  • Recipients included American Canyon Arts Foundation, Bel Canto, Calistoga Theater Co., Cameo Cinema Foundation, di Rosa Preserve (di Rosa Center for Contemporary Art), E&M Presents, Cafeteria Kids Theater, Music in the Vineyards, Napa County Historical Society, Arts Association Napa Valley, Napa Valley Festival Association (Festival Napa Valley), Napa Valley Museum, Napa Valley Unified Education Foundaton, and Nimbus Arts.

  • The Board conducted a public hearing on the Fire Capital Facilities Fee. American Canyon Fire Chief Geoff Belyea presented, and the Board adopted a resolution to adjust the fee to align with the Consumer Price Index for properties located within the unincorporated area of the County that are also within the American Canyon Fire Protection District.
