Eight Men To Be Charged With Outrage Of Modesty

Eight men, aged between 25 and 82, will be charged in court on 18 July 2024 for their suspected involvement in separate cases of molestation.

The cases are as follows:

1. On 7 June 2024, an 82-year-old man allegedly molested a 35-year-old woman at a shop along Clementi West Street 2. Through follow-up investigations and with the aid of images from Police cameras, the Police managed to establish the man's identity. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
   
   
2. On 9 May 2024, a 63-year-old man allegedly molested a 16-year-old male teenager in a toilet along Tiong Bahru Road. He was arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
   
   
3. On 5 May 2024, a 30-year-old man allegedly molested a 35-year-old woman at a shop along Orchard Road. He was arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
   
   
4. On 1 May 2024, a 30-year-old man allegedly molested a 25-year-old woman in the waters near a beach at Sentosa. He also allegedly molested a 43-year-old woman at the same location. He was arrested at scene by Police officers who attended to the incident. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code 1871.
   
   
5. On 6 February 2024, a 63-year-old man allegedly molested a 16-year-old female teenager at a shopping centre along Sengkang Square. He was arrested at scene by Police officers who attended to the incident. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
   
   
6. On 5 January 2024, a 34-year-old man allegedly molested a 29-year-old woman in a building along Hougang Street. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
   
   
7. On 15 December 2023, a 44-year-old man allegedly molested a 15-year-old male teenager. Through extensive follow-up investigations, the Police managed to establish the man's identity. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.
   
   
8. On 2 September 2023, a 25-year-old man allegedly molested a 24-year-old woman in the vicinity of Clarke Quay. He also allegedly recorded voyeuristic videos and photos of the woman. The man will be charged with three counts of outrage of modesty and one count of voyeurism under Section 354(1) and Section 377BB(4) of the Penal Code 1871 respectively.

The offence of outrage of modesty under Section 354(1) of the Penal Code 1871 carries an imprisonment term which may extend to three years, a fine, caning, or any combination of such punishments. The offence of voyeurism, punishable under Section 377BB(7) of the Penal Code 1871, carries an imprisonment term which may extend to two years, a fine, caning, or any combination of such punishments.

The Police will take firm action against sexual offenders who threaten the personal safety of those in the community. The Police will continue to work closely with various stakeholders, such as public entertainment outlets, public transport operators, and the community, to prevent and deter molestation cases. The Police would like to urge members of the public to remain vigilant and report the matter to the Police immediately, if they witness an incident of molestation, or are aware of someone being a victim of molestation.
