The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agency's (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Location of Proposed Work:

The area affected by this project consists of a home in the following location:

West Tulsa Drive, Deltona, Florida 32738

Proposed Work and Purpose:

The proposed project involves the elevation of one structure located on West Tulsa Drive above the highest known flood level. The habitable living area of the original structure will be elevated, and the non-habitable area will be converted into a parking area and will also serve as a temporary storage area. The elevation project will be based on pilings in lieu of stem walls. The contractor will tunnel underneath the structure, install beams, cribbing, and hydraulic jacks for raising the structure, raise the structures to the required height by utilizing a unified hydraulic jacking machine, and shore up. This home will require a platform lift for the homeowners' access to the elevated living quarters. The project will be completed in strict compliance with the Florida Building Code and ASCE 24-14 and shall meet National Flood Insurance Program (NFIP) standards per 44 CFR Part 60 as well as local floodplain ordinances or any other applicable local regulations. When completed, the project shall meet the Flood Zone requirements including having the lowest floor at a minimum of one foot above the BFE. Appropriate ingress access points will be provided, and all utilities will be reconnected once the structure is elevated. Ground disturbance will be limited to the parcel with the structure to be elevated and will not encroach into adjacent parcels. The staging area will be located on-site.

Project Alternatives:

The alternatives to the project that have been and will be considered are 1) the no-action alternative and 2) the mitigation reconstruction of this home. These alternatives to the proposed project are not viable because under Alternative 1) there is a high risk of incurring similar major and prolonged structural flooding as it has previously occurred; and Alternative 2) the mitigation reconstruction implies a higher cost than the proposed elevation project, which would render this alternative a cost-prohibitive option.

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100. These are due within 15 days of this notice. The State will forward comments to applicable regulatory agencies as needed.
