EEAS: High Representative Josep Borrell announces senior nominations

Josep Borrell, High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission for a Stronger Europe in the World (HR/VP) announcedtoday the following appointments for senior positions in the European External Action Service (EEAS):

Mr. Matti MAASIKAS as Managing Director for EUROPE. He has previously served as the EU Head of Delegation and Ambassador to Ukraine. Mr. MAASIKAS has formerly served asDeputy Minister in the Estonian Ministry of Foreign Affairs.

Mr. MAASIKAS will take up his duties on 1 November 2024.

Mr. Olivier BAILLY as Managing Director for GLOBAL. He is currently serving as the Deputy Managing Director for Global Issues, and before that as Head of Cabinet of former European Commissioner Pierre Moscovici, responsible for Economy, Financial matters, Taxation and Customs.

Mr. BAILLY will take up his duties on 1 January 2025.

Ms. Audrone PERKAUSKIENE as Deputy Managing Director for Eastern Europe and Russia. She has previously served as Head of the Russia Division in the EEAS. Ms. PERKAUSKIENE has formerly also served as Head of the Eastern Partnership Regional Division in the EEAS.

Ms. PERKAUSKIENE took up her duties on 16 July 2024.

Mr. Mathieu BRIENS as Deputy Managing Director for AFRICA. He has previously served as Principal Adviser for Emerging Donors at the European Commission's Directorate General for International Partnerships. Before that, Mr. BRIENS served as Deputy Head of Cabinet of the High Representative of the Union for Foreign Affairs and Security Policy and the Vice President of the Commission (HR/VP), Josep Borrell.

Mr. BRIENS took up his duties on 1 September 2024.

Mr. Daniel MARKIĆas Director for the Intelligence and Situation Centre (INTCEN). He has previously served as Director of the Croatian Security and Intelligence Agency. Mr. MARKIĆ has also served as Head of Office for International Cooperation in the Croatian Security and Intelligence Agency.

Mr. MARKIĆ took up his duties on 1 September 2024.

Ms. Elsa FENETas Director for Budget and Human Resources. Ms. FENET has previosly served as Head of Division and Deputy Director for South-East Europe and the Western Balkans in the EEAS.

Ms. FENET took up her duties on 1 May.

Ms. Joanna KRZEMINSKA-VAMVAKA as Director for Security and Corporate Services. She has previously served as Director for Expenditure, Operations and Investigations at the European Anti-Fraud office (OLAF). She has formerly also served as Head of Unit at the European Commission's Directorate General for External Trade (DG TRADE).

Ms. KRZEMINSKA-VAMVAKA will take up her duties on 16 of September 2024.

Ms. Raffaella IODICE as Director for the Crisis Response Centre. She has formerly served as EU Chargée d'affaires to Afghanistan. Ms. IODICE has previously also served as Head of Unit for Latin America, Caribbean and Pacific in the European Commission's Directorate for European Civil Protection and Humanitarian Aid Operations (DG ECHO).

Ms. IODICE took up her duties on 1 September 2024.

Josep Borrell, High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission also announces the nomination of two Heads of Delegation of the European Union.

Ms. Immaculada ROCA I CORTESas EU Ambassador to The Gambia. She has previously served as Acting Director of the Crisis Response Centre in the EEAS and as Head of Division of the Field Security Division in the EEAS.Mr. Roland KOBIAas EU Ambassador to Madagascar. Mr. KOBIA has previously served as Ambassador of the European Union to Ethiopia and as EU Special Envoy for Afghanistan.

Both Ambassadors took up their duties on 1 September 2024.
