Higher education plays a pivotal role in shaping a better future

As we prepare for the Commonwealth Heads of Government Meeting (CHOGM) in October in Samoa, Commonwealth Secretary-General the Rt Hon Patricia Scotland KC reflects on the key themes that need to be addressed by Commonwealth governments in the recognition that higher education plays a pivotal role in driving progress across our societies and shaping a better future. This article is based on the Rt Hon Patricia Scotland KC's opening remarks at the ACU vice-chancellor summit held alongside the 22nd Conference of Commonwealth Education Ministers in London in May 2024.

The Association of Commonwealth Universities' (ACU) unwavering commitment to advancing higher education across the Commonwealth has been exemplary. For decades, the ACU has been a beacon of excellence, fostering collaboration, innovation, and inclusivity among institutions of higher learning within our diverse community of nations.

The ACU's tireless efforts in promoting academic cooperation, supporting research, and advocating for equitable access to education has enriched the higher education landscape.

The various programs, exchanges and initiatives that the ACU provide facilitate meaningful partnerships and cross-cultural connections, ultimately empowering scholars and students alike to address global challenges and drive positive change. Because of the work of the ACU, the quality of education across the Commonwealth has been elevated and a generation of future leaders have been inspired to commit to making a difference in their communities and beyond. This contribution was brought into the sharpest focus by the 22nd Conference of Commonwealth Education Ministers that we participated in in May,

Nevertheless, the challenges and opportunities facing our institutions persist. Our students are vast and complex, and it is imperative that we come together to navigate them effectively. Higher education plays a pivotal role in driving progress across our societies and shaping a better future.

There are four key themes that need to be addressed: finance and funding; nurturing future-ready graduates; fostering excellence in research; and navigating the digital frontier.

Finance and funding are the foundational pillars upon which higher education is built.

The case for increased funding in higher education is not merely about ensuring the sustainability of our institutions - it is about investing in the future of our societies. We must advocate for greater financial support, in recognition of the far-reaching returns investment will deliver for our institutions and their capacity to unlock pathways to social mobility and economic prosperity.

Nurturing future-ready graduates is paramount in today's rapidly evolving job market.

Employability and skill development must be at the forefront of our educational agenda. Our graduates must possess both academic knowledge and the practical, adaptable skills necessary to thrive in a rapidly changing world. By equipping our students with the tools they need to succeed, we empower them to shape their own futures and shape the future of society.

This is so important in an era characterised by rapid technological advancement and economic uncertainty. Our success will depend on our capacity to understand, harness and master transformative technology.

Fostering excellence in research is central to unlocking the true benefits of that transformative technology.

Research lies at the core of higher education, it fuels discoveries which have the potential to transform industries, address societal challenges, and propel human progress. When we cultivate a culture of excellence and collaboration within our institutions, we harness the collective ingenuity of our Commonwealth family to tackle the pressing issues of our time and drive positive change on a global scale.

Navigating the digital frontier presents both opportunities and challenges for higher education.

Digital access and artificial intelligence have the potential to revolutionise learning and research, democratise access to education, expand the frontiers of knowledge, and open new avenues for collaboration and innovation. However, the impact of that potential will be unfairly shared unless we take action to close the digital divide. All students, regardless of their background or circumstances, must have equal access to the tools and resources they need to succeed in the digital age.

To live up to the true meaning of the word Commonwealth, we have a responsibility to plan and work for greater inclusiveness and equality of opportunity - particularly for young people from poorer, more remote, or marginalised sections of society. Our Commonwealth connection has repeatedly shown that if all can give then all can gain.

In light of the 22^nd Commonwealth Conference of Education Ministers, let us recommit ourselves to the pursuit of excellence in higher education. We must continue to advocate for more funding; to nurture future-ready graduates; to foster excellence in research, and embrace the opportunities presented by the digital age. The ACU and the Commonwealth can play an indispensable role in harnessing the best of higher education to promote inclusive and sustainable employment and prosperity.

So let us be confident, let us be united, and let us be bold enough to strive together so that we can ensure that higher education remains a beacon of hope and opportunity for generations to come.
