City Asks Public to Weigh in on Future of Spokane Falls Blvd.

Spokane Falls Blvd. in downtown Spokane is listed as a priority in the City's Comprehensive Plan to be rebuilt. The high-traffic street is the most scenic downtown street as it includes traveling past the Spokane Convention Center and First Interstate Center for the Arts, Riverfront Park, and the Places of Truth Plaza. Originally named Front Avenue, it was a wide dirt road lined with the railroad depot, warehouses, rooming houses, and industrial businesses. The underground infrastructure includes some pipes dating back to the 1890s that are still being used today.

As part of the planning study, the City is asking the community to complete a short survey to provide feedback on the various elements spanning from Division St. to Lincoln St. in downtown Spokane. The survey is now open and will close in mid-September.

"It's important that we engage with the community about the future of Spokane Falls Blvd. and find out what the priorities are," says Public Works Director Marlene Feist. "We want to know what people value most."

Key elements under consideration include:

  • Traffic Enhancements
    Potential modifications such as lane reductions or converting Spokane Falls Blvd. from a one-way to a two-way street between Washington St. and Division St. These changes seek to optimize traffic flow and improve accessibility within the downtown area.
  • Pedestrian and Cyclist Infrastructure
    Possible upgrades include expanded sidewalks, enhanced frontage amenities, additional bike lanes, and improved pedestrian crossings. These enhancements align with the City's Master Bike Plan and aim to promote safer and more accessible pathways for non-motorized transport.
  • On-Street Parking Configuration
    Exploration of alternative parking configurations, catering to both residential and commercial needs while ensuring efficient use of urban space.
  • Integrated Infrastructure Upgrades
    The project includes critical upgrades to underground utilities, such as water, sewer, electric, natural gas, and communication systems. This modernization effort not only enhances service reliability but also prepares the area for future technological advancements.
  • Stormwater Management
    Implementation of advanced stormwater management solutions within or adjacent to the City's right-of-way to mitigate flooding risks and enhance environmental sustainability.

The planning study is scheduled for completion by the end of 2024, with detailed design work extending through 2025 and into 2026. Construction sequencing and phasing details will be refined during the final design phase, with construction tentatively scheduled between 2026 and 2028 pending funding availability.
