In his speech, Minister Vengu praised the creation of an early warning system for civil emergencies, stressing that floods cost the state budget tens of millions of euros each year. He pointed out that, on average, floods affect 50,000 residents annually, mostly near coastal areas, which represent a large part of the country's territory, contributing to 40% of the GDP.
"Every year, floods lead to tens of millions of euros in compensation and recovery costs. The main goal of this project is to create an inclusive approach. This year, we have implemented a new budgeting plan, holding meetings with all municipalities before approving the budget, in order to increase funding for preventive infrastructure and boost the capacities of local governments." said Minister Vengu.
Currently, Albania lacks a fully functional early warning system, and according to Minister Vengu: "One of the reasons this fund has been allocated is to provide support through human resource mechanisms. This means installing sensors throughout the country, creating a system that links this information, and having dedicated personnel who will ensure that this information reaches the right people."
Minister Vengu also urged citizens, particularly those living in high-risk areas, to get involved in emergency situations, emphasizing the importance of creating a volunteer network.
"Albania should begin establishing a volunteer network similar to those in Switzerland, Slovenia, Finland, Germany, and other countries, which have well-established volunteer networks. It is crucial to have a volunteer network that can support the system. Some municipalities are already testing a volunteer system, and we aim to expand it nationwide." said Minister Vengu.
The project will be implemented from 2024 to 2030, with a budget of approximately 34.5 million euros, co-financed by the Government of the Republic of Albania, the Federal Republic of Germany, Switzerland, and the Green Climate Fund.
With this project, Albania has made a significant step towards enhancing climate resilience, by introducing an advanced warning system for floods and other extreme events, which will help save lives and protect natural assets.
The creation of a strong volunteer network is also a critical element in supporting this mechanism.
