Troop C DWI arrests July 23 - August 1, 2024

Press Release

On July 23, 2024, at approximately 1:34 p.m., New York State Police at Ithaca arrested Colleen R. Fidelman, age 43 of Freeville, NY for the felony of Driving While Impaired by Drugs (with a prior conviction within 10 years). A Trooper was dispatched to a two-vehicle collision at Tops Supermarket in Lansing. The Trooper arrived to find Fidelman in the running vehicle and slummed over the center console. While interviewing Fidelman, the Trooper observed characteristics associated with impairment. After an investigation, Fidelman was arrested. She was issued appearance tickets to the Lansing Town Court on August 27, 2024.

On July 23, 2024, at approximately 4:38 p.m., New York State Police at Ithaca arrested Geoffrey S. Fidelman, age 56 of Freeville, NY for the felony of Driving While Impaired by Drugs (with a prior conviction within 10 years). A Trooper was dispatched to check the welfare of a man asleep behind the wheel of a running vehicle in the roadway on Sevanna Park and North Triphammer Road in Lansing. The Trooper observed Fidelman displaying characteristics associated with impairment. After an investigation, he was arrested. Fidelman was issued appearance tickets to the Lansing Town Court on August 22, 2024.

On July 23, 2024, at approximately 8:45 p.m., New York State Police at Endwell arrested Linda M. Main, age 56 of Endicott, NY for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle failing to maintain a lane while on Union Center Maine Highway in Union and initiated a traffic stop. While interviewing Main, Troopers observed characteristics commonly associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Main was arrested. Her reportable B.A.C was .08%. She was processed and issued appearance tickets to the Union Town Court on August 6, 2024, then released to a sober third party.

On July 25, 2024, at approximately 6:56 p.m., New York State Police at Sidney arrested William A. Duncan, age 66 of Bainbridge, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers on State Highway 7 in Bainbridge observed a vehicle failing to maintain its line and initiated a traffic stop. While interviewing Duncan, Troopers observed common indicators associated with impairment. After performing Standardized Field Sobriety Tests poorly, Duncan was arrested. He was processed and issued appearance tickets to the Bainbridge Town Court on September 3, 2024, the turned over to a sober third party.

On July 26, 2024, at approximately 3:07 a.m., New York State Police at Endwell arrested Timothy J. Lasher, age 29 of Endwell, NY for the misdemeanor of Driving While Intoxicated. Troopers on East Franklin Street in Endicott came upon a motorcycle disabled in the middle of the roadway. While talking to Lasher, a Trooper smelled an odor of an alcoholic beverage coming from his breath. After performing Standardized Field Sobriety Tests poorly, Lasher was arrested. His reportable B.A.C was .17%. Lasher was processed and issued appearance tickets to the Endicott Village Court on August 23, 2024, then released to a sober third party.

On July 26, 2024, at approximately 5:30 p.m., New York State Police at Margaretville arrested Ashley A. Belfance, age 39 of Harpersfield, NY for the misdemeanor of Driving While Intoxicated. On June 28 at approximately 10:58 p.m., Troopers were dispatched by Delaware County 911 to a report of an ATV with an injury on Hornbeck Road in Harpersfield. An investigation at the scene determined that Belfance was on a Hornbeck Road operating an ATV while impaired and struck a tree. Belfance was transported by Headwaters EMS to a landing zone at Davenport Central Schools then airlifted to Albany Medical Center. Troopers were able to make contact with Bellfance after she was released from the hospital. She was processed on July 26 and issued appearance tickets to the Harpersfield Town Court on September 2, 2024, and released.

On July 26, 2024, at approximately 2:15 p.m., New York State Police at Richfield Springs arrested Gregory O. Hardy Jr. age 35 of Richfield Springs, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper in the village of Richfield Springs observed a vehicle with vehicle and traffic infractions and initiated a traffic stop on West James Street. While interviewing Hardy Jr., Troopers observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, he was arrested. Hardy Jr. was processed and additionally evaluated by a New York State Police Drug Recognition Specialist. Hardy Jr. was processed and issued appearance tickets to the Richfield Springs Village Court on August 20, 2024, then released to a sober third party.

On July 26, 2024, at approximately 8:49 p.m., New York State Police at Oneonta arrested Kenneth L. Stone, age 55 of Davenport, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers observed a vehicle make vehicle and traffic infractions while on State Highway 205 in Oneonta and initiated a traffic stop. While interviewing Stone, Troopers observed characteristics commonly associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Stone was arrested. His reportable B.A.C was .21%. Stone was processed and issued appearance tickets to Oneonta Town Court on August 20, 2024, then turned over to a sober third party.

On July 26, 2024, at approximately 11:58 p.m., New York State Police at Binghamton arrested Russell H. Hawkins, age 40 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. While on Route 12A in Fenton, a Trooper observed a vehicle with vehicle and traffic infractions and initiated a traffic stop. The vehicle did not stop until West Service Road and Connecting Road in Binghamton. While interviewing Hawkins, the Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Hawkins was arrested. His reportable B.A.C was .16%. Hawkins was processed and issued appearance tickets to the Fenton Town Court on August 22, 2024, then released to a sober third party.

On July 27, 2024, at approximately 3:47 a.m., New York State Police at Binghamton arrested Philip C. Javier, age 41 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. While in the Kirkwood, Troopers observed a vehicle make vehicle and traffic infractions and initiated a traffic stop on Loughlin Road. While interviewing Javier, Troopers observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Javier was arrested. He was processed at SP Binghamton and issued appearance tickets to the Kirkwood Town Court on August 21, 2024, then released to a sober third party.

On July 27, 2024, at approximately 8:50 p.m., New York State Police at Richfield Springs arrested Erin E. Baker, age 42 of Freeville, NY for the misdemeanor of Driving While Intoxicated. A Trooper initiated a traffic stop on County Highway 33 in Middlefield after observing a vehicle failing to maintain its line. While interviewing Baker, the Trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, she was arrested. Her reportable B.A.C was .10%. Baker was processed and issued appearance tickets to the Middlefield Town Court on August 21, 2024, then released to a sober third party.

On July 28, 2024, at approximately 2:18 a.m., New York State Police at Binghamton arrested Phanomsinh N. Borihane, age 50 of Binghamton, NY for the felony of Aggravated Driving While Intoxicated (with a child passenger less than 16). Troopers observed a vehicle move from its unsafely while on Tompkins Street in Binghamton and initiated a traffic stop. A Trooper observed characteristics commonly associated with impairment and also a child in the vehicle. After performing Standardized Field Sobriety Tests poorly, Borihane was arrested. His reportable B.A.C was .09%. Borihane was processed and issued appearance tickets to the Binghamton City Court on September 6, 2024.

On July 28, 2024, at approximately 6:58 p.m., New York State Police at Oneonta arrested Terri White, age 57 of Otego, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched to check on White's welfare when they discovered she had driven her vehicle while intoxicated. After administering Standardized Field Sobriety Tests that revealed indications of impairment, White was arrested. Her reportable B.A.C was .23%. White was processed and issued appearance tickets to the Oneonta Town Court on August 20, 2024 then released to a sober third party.

On July 29, 2024, at approximately 1:49 a.m., New York State Police at Binghamton arrested Eden A. Santana, age 52 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched by Broome County 911 to a report of a vehicle unable to maintain its lane and having an issue with its tire. Troopers located the described vehicle and observed several vehicle and traffic violations and initiated a traffic stop on Upper Front Street and Councilman Road. While interviewing Santana, Troopers observed characteristics associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Santana was arrested. His reportable B.A.C was .19%. Santana was processed and issued appearance tickets to the Chenango Town Court on August 28, 2024, then turned over to a sober third party.

On July 29, 2024, at approximately 11:43 p.m., New York State Police at Owego arrested Serena J. Hitchcock, age 50 of Rome, PA for the misdemeanor of Driving While Intoxicated. While on State Route 282 in Nichols, Troopers observed a vehicle failing to maintain its lane and initiated a traffic stop. While interviewing Hitchcock, a Trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment. Hitchcock performed Standardized Field Sobriety Tests poorly and was arrested. Her reportable B.A.C was .11%. Hitchcock was processed and issued appearance tickets to the Nichols Town Court on August 28, 2024, then turned over to a sober third party.

On July 31, 2024, at approximately 10:56 p.m., New York State Police at Margaretville arrested Reeve S. Thompson, age 50 of San Francisco, CA for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle with no operational taillights while driving on Main Street in the village of Margaretville and initiated a traffic stop. While interviewing Thompson, a Trooper observed an odor of an alcoholic and other characteristics associated with impairment. Thompson was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Thompson was arrested, his reportable B.A.C was .16%. He was processed and issued appearance tickets to the Middletown Court on September 17, 2024, then released to a sober third party.

On August 1, 2024, at approximately 7:16 p.m., New York State Police at Oneonta arrested Shane A. Katalinas, age 33 of Unadilla, NY for the felonies of Driving While Ability Impaired by Drugs (with previous convictions) and Aggravated Unlicensed Operation in the first degree and the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree. Troopers were dispatched by Otsego County 911 to a report of a male slumped over the wheel of a vehicle on Winney Hill Road in Oneonta. When Troopers arrived they found both Katalinas and a female passenger unresponsive but were able to wake them. After an investigation at the scene, Katalinas was arrested. He was transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Katalinas was processed and issued appearance tickets to the Oneonta Town Court on August 20, 2024, and released to a sober third party.
