BIS Proposes Rule to Prohibit Vehicle Connectivity Systems from Certain Countries

In a Federal Register Notice published on September 26, 2024, the Bureau of Industry and Security (BIS) announced a proposed rule to "prohibit transactions involving Vehicle Connectivity System (VCS) hardware and covered software."

This proposed ban covers products that connect to vehicles and allow them to access external data sources such as antennas, cellular modems, and telematics control units with a wired or wireless connection. This rule would prohibit VCS software from the People's Republic of China and the Russian Federation starting in 2027 and VCS hardware starting in 2029.

BIS is soliciting comments on this proposed rule; they can be submitted at http://www.regulations.gov by October 28, 2024.
