CTA-2024-0001 - Permit Processing Procedures
This hearing will be conducted in person, with the option to attend remotely using web and telephone conference tools, as described below.

Description of Proposal: City-initiated code text amendment to chapter 17.80 SVMC revising permit processing procedures and timelines in accordance with statutory amendments to chapter 36.70B RCW.
Proposal Location: This is a non-project action; the amendment will apply citywide.

Hearing Procedures: The Planning Commission will conduct the hearing pursuant to the rules of procedure adopted in SVMC Title 18 (Boards and Authorities). The public is encouraged to submit written comments prior to the hearing by sending the comments to Martin Palaniuk, 10210 E Sprague Ave, Spokane Valley, WA 99206, or email to [email protected]. All comments received between October 4, 2024 (the date of this notice) and October 26, 2024, (the date of the hearing) will be considered. Comments will need to be submitted no later than 4:00 PM on October 24, 2024, to be received and prepared for submission into the record. Comments received will be entered into the record at the time of the public participation portion of the Public Hearing. Comments received through US Mail will be included if they are received prior to the hearing.
All interested persons may testify at the public hearing in person or via the zoom meeting address and/or phone number. Interested persons planning to attend via ZOOM will need to sign up to speak no later than 4:00 p.m. on October 24, 2024. Use the link referenced above to sign up for oral public comments. This is not an opportunity for questions or discussion. Remarks will be limited to three minutes per person. Written comments and documents may only be submitted prior to the hearing. Any appeal of the City Council's decision will be based on the record established before the Planning Commission, pursuant to SVMC 17.90 (Appeals). The Planning Commission will forward a recommendation on the request to the Spokane Valley City Council.
Environmental Determination: Spokane Valley, acting as the Lead Agency, determined the proposal is SEPA exempt pursuant to WAC 197-11-800(19).
Staff Report and Inspection of File: A staff report will be available for inspection seven (7) calendar days before the hearing. The staff report and application file may be inspected at the Spokane Valley Permit Center Monday - Friday from 8:00 a.m. to 5:00 p.m. excluding holidays.
