Troop C DWI arrests October 15 - October 31, 2024

Press Release

On October 15, 2024, at approximately 12:24 p.m., New York State Police at Homer arrested Michael D. Seamon, age 44 of Tully, NY for the class "C" felony of Criminal Possession of a Weapon in the second degree, class "E" felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to Interstate 81 north in the town of Homer for a report of a one-vehicle crash. The Trooper's investigation determined that Seamon failed to navigate a curve on the roadway and struck a guiderail. While interviewing Seamon, the Trooper smelled an odor of an alcoholic beverage emanating from Seamon's breath and other characteristics associated with impairment. Seamon was arrested. Troopers also located a loaded handgun in the vehicle and that Seamon's driver's license is revoked. Seamon was processed at SP Homer and then turned over to the Cortland County Correctional Facility for Centralized Arraignment.

On October 15, 2024, at approximately 10:35 p.m., New York State Police at Owego arrested Daniel J. Cleveland, age 55 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated. A Trooper on State Route 434 in Apalachin observed a vehicle cross into oncoming traffic, nearly striking another vehicle and initiated a traffic stop. While interviewing Cleveland, a Trooper noted an odor of an alcoholic beverage. After performing Standardized Field Sobriety Tests poorly, Cleveland was arrested. He was transported to SP Owego for processing where his reportable B.A.C was .20%. Cleveland was issued appearance tickets to the Owego Town Court on November 21, 2024, and turned over to a sober third party.

On October 16, 2024, at approximately 9:02 p.m., New York State Police at Oneonta arrested Vincent M. Hopkins, age 34 of Worcester, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper initiated a traffic stop after observing a vehicle on Chestnut Street with no headlights. While interviewing Hopkins, Troopers observed impairment. After performing Standardized Field Sobriety Tests poorly, Hopkins was arrested. He was transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Hopkins was processed and issued appearance tickets to the Oneonta Town Court on November 21, 2024, then turned over to a sober third party.

On October 16, 2024, at approximately 11:43 p.m., New York State Police at Sidney arrested Samantha L. Schoelier, age 23 of Afton, NY for the misdemeanor of Driving While Intoxicated. A Trooper on State Highway 7 in Bainbridge initiated a traffic stop after observing a vehicle speeding. While interviewing Schoelier, the Trooper observed characteristics associated with impairment. Schoelier was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. She was arrested and transported to SP Sidney where her reportable B.A.C was .08%. Schoelier was processed and issued appearance tickets to the Bainbridge Town Court on November 5, 2024, then turned over to a sober third party.

On October 17, 2024, at approximately 4:47 p.m., New York State Police at Sidney arrested Aaron J. Davis, age 39 of Unadilla for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper observed a vehicle that had no license plates on it turn into a gravel yard on Watson Street and initiated a traffic stop. While interviewing Davis, the Trooper observed characteristics associated with impairment. Davis was asked to preform Standardized Field Sobriety Tests, which confirmed impairment. Davis was arrested and transported to SP Sidney where he was additionally evaluated by a New York State Police Drug Recognition Expert. Davis was processed and issued appearance tickets to the Sidney Town Court on November 14, 2024, then released to a sober third party.

On October 17, 2024, at approximately 8:48 p.m., New York State Police at Sidney arrested Leslie K. Palen, age 53 of Unadilla, NY for the misdemeanor of Driving While Intoxicated. While on Rod and Gun Club Road in the town of Unadilla a Trooper observed a vehicle and traffic infraction and initiated a traffic stop. While interviewing Palen, the Trooper smelled an odor of an alcoholic beverage and characteristics associated with impairment. Pale was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Palen was arrested and transported to SP Oneonta where his reportable B.A.C was .15%. Palen was processed and issued appearance tickets to the Unadilla Town Court on November 19, 2024, then turned over to a sober third party.

On October 18, 2024, at approximately 12:03 a.m., New York State Police at Sidney arrested Bruce H. Gerken, age 68 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated. A Trooper on State Highway 7 in Bainbridge observed a vehicle failing to use its designated lane and that the vehicle and had a vehicle and traffic infraction. A traffic stop was initiated and while interviewing Gerken, the Trooper smelled an odor of an alcoholic beverage and observed characteristics commonly associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Gerken was arrested. He was transported to SP Sidney where he was processed and issued appearance tickets to the Bainbridge Town Court on November 18, 2024. He was released to the care of a sober third party.

On October 18, 2024, at approximately 9:18 p.m., New York State Police at Norwich arrested Jared J. White, age 25 of New Berlin, NY for the misdemeanor of Driving While Intoxicated. A Trooper was monitoring traffic on State Route 12 in Sherburne when he observed a vehicle traveling at a high rate of speed. A traffic stop was made on County Road 32. While interviewing White, the Trooper detected an odor of an alcoholic beverage. White was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. White was arrested and transported to SP Norwich where his reportable B.A.C was .12%. White was processed and issued appearance tickets to the North Norwich Town Court on November 27, 2024, then turned over to a sober third party.

On October 18, 2024, at approximately 11:25 p.m., New York State Police at Binghamton arrested Melanie C. Rodriguez, age 32 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. A Trooper observed a vehicle make unsafe lane changes on Court Street in Binghamton and initiated a traffic stop. While interviewing Rodriguez, the Trooper smelled an odor of an alcoholic beverage and characteristics associated with impairment. After an investigation on scene, Rodriguez was arrested. She was transported to SP Binghamton where her reportable B.A.C was .11%. Rodriguez was processed and issued appearance tickets to the Binghamton City Court on November 22, 2024, then turned over to a sober third party.

On October 19, 2024, at approximately 4:18 p.m., New York State Police at Homer arrested Bradley Burton, age 68 of Cortland, NY for the misdemeanor of Driving While Intoxicated. A Trooper on State Route 281 observed a vehicle failing to maintain its lane and initiated a traffic stop. While interviewing Burton, the Trooper detected an odor of an alcoholic beverage and characteristics commonly associated with impairment. After performing Standardized Field Sobriety Tests poorly, Burton was arrested. He was transported to SP Homer where his reportable B.A.C was .08%. Burton was processed and issued appearance tickets to the Cortland City Court on November 18, 2024, then released to a sober third party.

On October 19, 2024, at approximately 5:30 p.m., New York State Police at Binghamton arrested Sarah E. Vahaplar, age 36 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Broome County 911 Center to check on the welfare of a female who got out of her vehicle on State Route 12 but then got back in the vehicle and continued north. Vahaplar was located near River Road and Kattleville Road in Chenango. An investigation at the scene revealed that Vahaplar drove to the area impaired. She was arrested and transported to SP Binghamton. Vahaplar was processed and issued appearance tickets to the Chenango Town Court on November 27, 2024, then released to a sober third party.

On October 19, 2024, at approximately 11:03 p.m., New York State Police at Binghamton arrested William Bussa, age 65 of Adison, TX for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to Fox Farm Road in Windsor to check the welfare of a person slumped over in a vehicle that appeared to have damage to it. The Trooper arrived and found Bussa outside the vehicle. The Trooper also smelled an odor of an alcoholic beverage and observed that Bussa appeared impaired. After an investigation at the scene, Bussa was arrested for DWI. He was processed at SP Binghamton and issued appearance tickets to the Windsor Town Court on November 11, 2024.

On October 20, 2024, at approximately 4:31 a.m., New York State Police at Margaretville arrested Devlin S. Conley, age 37 of Forty Fort, PA for the misdemeanor of Driving While Intoxicated. Troopers, Margaretville Fire and Margaretville EMS were dispatched to State Highway 28 in Arkville by the Delaware County 911 Center to the report of a vehicle in the middle of the roadway with the operator of the vehicle slummed over the wheel. Troopers observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Conley was arrested. He was processed at SP Margaretville where his reportable B.A.C was .14%. Conley was then turned over to the Delaware County Jail for Centralized Arraignment.

On October 21, 2024, at approximately 7:47 p.m., New York State Police at Deposit arrested Charles L. Slezak, age 55 of Windsor, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Broome County 911 Center to a report of a crash involving a moped on East Windsor Road. An investigation revealed the Slezak operated the moped and went off the roadway, striking a tree. Slezak was evaluated by members of Eastern Broome EMS, Windsor Fire Department and Harpursville Fire Department. He was ultimately transported to Wilson Hospital. Slezak was charged with DWI and processed at a later date. Slezak was issued appearance tickets to the Colesville Town Court on November 13, 2024.

On October 21, 2024, at approximately 9:30 p.m., New York State Police at Endwell arrested Trever A. Gerdus, age 23 of Newark Valley, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched by the Broome County 911 Center to a report of a vehicle rollover. The Troopers located an overturned and heavily damaged pickup truck on Taft Avenue in Endicott. They also located Gerdus who did not wish to be checked out by EMS. Troopers also observed empty cans of beer and that Gerdus displayed characteristics commonly associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Gerdus was arrested. He was transported to SP Endwell where his reportable B.A.C was .19%. Gerdus was processed and issued appearance tickets to the Union Town Court on November 5, 2024, then released to a sober third party.

On October 22, 2024, at approximately 2:28 a.m., New York State Police at Sidney arrested Marc P. Herbert, age 23 of Sidney, NY for the misdemeanor of Driving While Ability Impaired (Combined influence of drugs or alcohol). Troopers on East Main Street in the village of Sidney observed a vehicle make a vehicle and traffic infraction and initiated a traffic stop. While interviewing Herbert, a Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Herbert was arrested. He was processed at SP Sidney and issued appearance tickets to the Sidney Village Court on November 12, 2024.

On October 22, 2024, at approximately 3:37 a.m., New York State Police at Homer arrested Jacob M. Oliver, age 24 of Cortland, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched to Carr Hill Road in Cortlandville for a report of a suspicious vehicle in the area. Troopers learned that a vehicle crashed into a ditch and someone with a truck helped remove the vehicle from the ditch. The driver of the vehicle was identified as Oliver. The Troopers further learned that Oliver was impaired. After performing Standardized Field Sobriety Tests poorly, he was arrested. Oliver was transported to SP Homer where his reportable B.A.C was .21%. Oliver was processed and issued appearance tickets to the Cortlandville Town Court on November 18, 2024, then turned over to a sober third party.

On October 22, 2024, at approximately 11:45 a.m., New York State Police at Whitney Point arrested Brent D. Taft, age 31 of Johnson City, NY for the misdemeanor of Driving While Impaired by Drugs. Troopers were dispatched by the Broome County 911 Center to the area of River Street and High Street in the town of Lisle for a vehicle that struck a utility pole. An investigation revealed that Taft was north on River Street when he crossed into the opposite lane and struck a NYSEG utility pole. While interviewing Taft, a Trooper observed impaired coordination and he was asked to perform Standardized Field Sobriety Tests. The SFST's were indicative of impairment, and he was arrested. Taft was transported to SP Binghamton where he was additionally evaluated by a New York State Police Drug Recognition Expert. Taft was processed and issued appearance tickets to the Lisle Town Court on November 11, 2024, then released to a sober third party.

On October 22, 2024, at approximately 6:08 p.m., New York state Police at Owego arrested Danielle N. Kobra, age 34 of Rochester, NY for the misdemeanor of Aggravated Driving While Intoxicated. A Trooper was dispatched by the Tioga County 911 Center to a report of an erratic operator on State Route 79 and then on State Route 38. A Trooper located the described vehicle on State Route 38B in the town of Newark Valley an initiated a traffic stop. While interviewing Kobra, the Trooper detected an odor of an alcoholic beverage and other characteristics associated with alcohol impairment. After performing Standardized Field Sobriety Tests, Kobra was arrested. Kobra was transported to SP Owego where her reportable B.A.C was .29%. She was processed and issued appearance tickets to the Newark Valley Town Court on November 14, 2024.

On October 22, 2024, at approximately 6:30 p.m., New York State Police at Norwich arrested Lena M. Perry, age 38 of Oxford, NY for the class "E" felony of Driving While Intoxicated with a Child Passenger Less than 16. A Trooper and Sheriff's Deputy were dispatched by the Chenango County 911 Center to check on Perry who was with a child under the age of 16 and operating a vehicle. Perry was located at Mirabito on Genesee Street in the village of Green. An investigation determined that Perry drove to the location with the child under the age of 16 while impaired. After performing Standardized Field Sobriety Tests poorly, Perry was arrested. She was transported to SP Norwich for processing where her reportable B.A.C was .12%. Perry was issued appearance tickets to the Greene Village Court on December 5, 2024, then released to a sober third party.

On October 22, 2024, at approximately 11:45 p.m., New York State Police at Oneonta arrested Aiden J. Thomas, age 20 of West Springfield, MA for the misdemeanor of Driving While Intoxicated. A Trooper observed a vehicle make vehicle and traffic infractions and initiated a traffic stop on State Highway 23 in Oneonta. While interviewing Thomas the Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Thomas was arrested. He was processed at SP Oneonta and issued appearance tickets to the Oneonta City Court on December 5, 2024, then turned over to a sober third party.

On October 23, 2024, at approximately 1:43 a.m., New York State Police at Ithaca arrested Camila A. Vargas, age 45 of Ithaca, NY for the misdemeanor of Driving While Intoxicated. A Trooper initiated a traffic stop after observing a vehicle speeding on Floral Avenue in the city of Ithaca. While interviewing Vargas, the Trooper smelled an odor of an alcoholic beverage and other characteristics associated with alcohol impairment. After an investigation, Vargas was arrested. She was transported to SP Ithaca where her reportable B.A.C was .10%. Vargas was processed and issued appearance tickets to the Ithaca City Court on November 4, 2024, then released to a sober third party.

On October 23, 2024, at approximately 10:10 p.m., New York State Police at Deposit arrested William H. Kauffman, age 63 of East Branch, NY for the class "D" felony of Driving While Intoxicated (with two previous convictions within 10 years). A Trooper was dispatched by the Delaware County 911 Center to a report of a one-vehicle crash on O and W Road in the town of Hancock. An investigation determined that Kauffman was attempting to make a u-turn when he went into a ditch. The Trooper also smelled an odor of an alcoholic beverage and impaired motor coordination. Kauffman was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Kauffman was arrested and transported to SP Deposit where his reportable B.A.C was .18%. Kauffman was processed and then turned over to the Delaware Correctional Facility for Centralized Arraignment.

On October 24, 2024, at approximately 7:02 p.m., New York State Police at Gateway arrested Donald E. Stong, age 43 of Lansdale, PA for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper observed a vehicle move from its lane unsafely while on Service Road in Kirkwood and initiated a traffic stop. While interviewing Stong, the Trooper observed characteristics associated with impairment. After an investigation, Stong was arrested. He was processed at SP Binghamton and later released on appearance tickets to the Kirkwood Town Court on December 4, 2024.

On October 25, 2024, at approximately 9:50 p.m., New York State Police at Homer arrested Jacob A. Kaulfers, age 19 of Eaton, NY for the felony of Aggravated Driving While Intoxicated with a Child Less than 16 as passenger (Leandra's Law). Troopers were dispatched by the Cortland County 911 Center to a report of a one vehicle crash on Linckleaen Road in Truxton. Troopers determined that the vehicle was traveling east on Lincklaen Road when they swerved for an unknown reason, struck the embankment then a fence. The investigation determined that Kaulfers was operating the vehicle when it crashed and had a 15-year-old female as a passenger in the vehicle. A Trooper detected an odor of an alcoholic beverage emanating from Kaulfers. He was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Kaulfers was arrested and transported to SP Homer where his reportable B.A.C was .25%. Kaulfers was processed and issued appearance tickets to the Cuyler Town Court on November 11. 2024, then turned over to a sober third party.

On October 26, 2024, at approximately 2:11 a.m., New York State Police at Binghamton arrested Connor Mills, age 22 of Great Bend, PA for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle with a vehicle and traffic violation and initiated a traffic stop near Colesville Road and Court Street in Kirkwood. While interviewing Mills, a Trooper smelled an odor of an alcoholic beverage. After performing Standardized Fields Sobriety Tests poorly, Mills was arrested. He was transported to SP Binghamton where his reportable B.A.C was .15%. Mills was processed and issued appearance tickets to the Kirkwood Town Court on November 20, 2024, the released to a sober third party.

On October 26, 2024, at approximately 4:25 a.m., New York State Police at Binghamton arrested an 18-year-old female from Binghamton, NY for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle make a vehicle and traffic violation and initiated a traffic stop on Upper Court Street in Kirkwood. While interviewing the 18-year-old, a Trooper observed characteristics associated with impairment. The 18-year-old was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. She was arrested and transported to SP Binghamton where her reportable B.A.C was .12%. She was processed and issued appearance tickets to the Kirkwood Town Court on November 20, 2024.

On October 26, 2024, at approximately 4:15 a.m., New York State Police at Endwell arrested Elijah Byfield, age 24 of Endicott, NY for the misdemeanor of Driving While Intoxicated. Troopers on East Main Street in the village of Endicott initiated a traffic stop after observing a vehicle swerving and almost strike the sidewalk. While interviewing Byfield, a Troopes smelled an odor of an alcoholic beverage. He was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Byfield was arrested and transported to SP Endwell where his reportable B.A.C was .17%. Byfield was processed and issued appearance tickets to the Endicott Village Court on November 22, 2024, then released to a sober third party.

On October 26, 2024, at approximately 6:23 a.m., New York State Police at Oneonta arrested Bradford L. Shanks, age 53 of Oneonta, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Weapon in the fourth degree. Troopers were dispatched by the Otsego County 911 Center to check the welfare of a male allegedly passed out in the driver's seat of a vehicle while it was stopped in the middle of County Road 47 and blocking traffic. When a Trooper arrived, he was unable to wake Shanks and EMS was called to the scene. Shanks eventually gained consciousness and the Trooper observed characteristics commonly associated with impairment. After an investigation, Shanks was arrested. He was additionally found in possession of a stun gun. Shanks was processed at SP Oneonta and issued appearance tickets to the Oneonta Town Court on December 3, 2024.

On October 26, 2024, at approximately 8:02 p.m., New York State Police at Binghamton arrested Steven Kadylak, age 38 of Binghamton, NY for the misdemeanors of Driving While Intoxicated and Aggravated Unlicensed Operation in the second degree. A Trooper observed a vehicle make vehicle and traffic infractions while on Corporate Drive in the town of Kirkwood and initiated a traffic stop. While interviewing Kadylak, the Trooper observed characteristics commonly associated with impairment. After performing Standardized Field Sobriety Tests poorly, Kadylak was arrested. He was transported to SP Binghamton where his reportable B.A.C was .10%. Kadylak was processed and issued appearance tickets to the Kirkwood Town Court on November 20, 2024, then turned over to a sober third party.

On October 26, 2024, at approximately 10:08 p.m., New York State Police at Endwell arrested Justin E. Babuka, age 41 of Apalachin, NY for the misdemeanor of Driving While Intoxicated. A Trooper on Hooper Road in the town of Union observed a vehicle travel over the yellow hazard markings and drift into the opposite lane of travel. A traffic stop was initiated on Hooper Road. While interviewing Babuka, the Trooper observed characteristics associated with impairment and smelled an odor of an alcoholic beverage. Babuka was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Babuka was arrested and transported to SP Endwell where his reportable B.A.C was .09%. Babuka was processed and issued appearance tickets to the Union Town Court on December 31, 2024, then released to a sober third party.

On October 27, 2024, at approximately 1:23 a.m., New York State Police at Ithaca arrested Katherine L. Shutler, age 27 of Trumansburg, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers observed a vehicle with a vehicle and traffic violation on State Route 13 and initiated a traffic stop. Troopers observed characteristics associated with impairment and asked Shutler to perform Standardized Field Sobriety Tests, which confirmed impairment. Shutler was transported to SP Ithaca where her reportable B.A.C was .18%. Shutler was processed and issued appearance tickets to the Ithaca City Court on December 4, 2024, then turned over to the care of a sober third party.

On October 27, 2024, at approximately 3:38 a.m., New York State Police at Binghamton arrested Kiishi F. Laotan, age 24 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle speeding and other vehicle and traffic violations while on Court Street in the city of Binghamton and initiated a traffic stop. While interviewing Laotan, Troopers observed characteristics associated with impairment. Laotan was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Laotan was arrested and transported to SP Binghamton where here reportable B.A.C was .11%. Laotan was processed and issued appearance tickets to the Binghamton City Court on November 27, 2024, then released to a sober third party.

On October 27, 2024, at approximately 6:22 a.m., New York State Police at Homer arrested Glen J. White, age 40 of Nedrow, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched by the Cortland County 911 Center of reports of a vehicle driving erratically while traveling south on Interstate 81 through Preble. Troopers were able to set up in Cortlandville and observe the described vehicle speeding and then observed other vehicle and traffic infractions. While interviewing White, Troopers observed characteristics commonly associated with impairment. After performing Standardized Field Sobriety Tests poorly, White was arrested. White was transported to SP Homer and processed. White was then transported to the Cortland County Correctional Facility for Centralized Arraignment.

On October 27, 2024, at approximately 3:55 p.m., New York State Police at Owego arrested Miguel A. Guaman Gualan, age 36 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were dispatched to assist Vestal Police on the Southern Tier Expressway with two males in a vehicle that only spoke Spanish. A Trooper who speaks Spanish interviewed the two males and determined that Guaman Gualan was operating a vehicle while impaired. After performing Standardized Field Sobriety Tests poorly, Guaman Gualan was arrested. He was transported to SP Owego where his reportable B.A.C was .23%. Guaman Gualan was processed and issued appearance tickets to the Owego Town Court on November 21, 2024.

On October 27, 2024, at approximately 8:51 p.m., New York State Police at Endwell arrested Micheal P. Vachon, age 61 of Johnson City, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Broome County 911 Center to a report of an electronic notification of a crash detection. The Trooper arrived to find a civilian who stated they assisted Vachon out of his vehicle after he heard a loud bang. While interviewing Vachon, the Trooper detected an odor of an alcoholic beverage and characteristics associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Vachon was arrested. Vachon was transported to SP Endwell where his reportable B.A.C was .16%. Vachon was proceed and issued appearance tickets to the Maine Town Court on November 25, 2024, then released to be cared for by a sober third party.

On October 28, 2024, at approximately 6:58 p.m., New York State Police at Sidney arrested Shean D. Seeley, age 32 of Oneonta, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers on Main Street in the city of Oneonta observed a vehicle with vehicle and traffic infractions and initiated a traffic stop. While interviewing Seeley, a Trooper observed characteristics associated with impairment. Seeley was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Seeley was arrested and transported to SP Sidney and additionally evaluated by a New York State Police Drug Recognition Expert. He was processed and issued appearance tickets to the Oneonta City Court on December 18, 2024, then released to a sober third party.

On October 28, 2024, at approximately 11:26 p.m., New York State Police at Binghamton arrested Michael D. Brown, age 51 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. A Trooper and Port Crane Fire were dispatched by the Broome County 911 Center to a report of a vehicle crash on Sanitaria Springs in Port Crane. An investigation at the scene determined that Brown was impaired while he was operating the vehicle before he crashed. Brown was transported to Wilson Hospital for treatment. Upon release from the hospital, he was processed at SP Binghamton then transported to the Broome County Correctional Facility for Centralized Arraignment.

On October 30, 2024, at approximately 2:35 a.m., New York State Police at Sidney arrested Aaron J. Howard, age 37 of Walton, NY for the class "E" felonies of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years and Aggravated Unlicensed Operation. While on County Route 38 in the town of Guilford, Troopers observed a vehicle with a vehicle and traffic infraction and initiated a traffic stop. While interviewing Howard, an investigation revealed that his driving privileges have been revoked. The Troopers also observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Howard was arrested. Additionally, Howard's passenger Courtney M. Condon, age 36 of Walton, NY was found in possession of suspected illicit drugs; she was arrested and charged with the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree. Both were transported to SP Sidney where they were processed and issued appearance tickets to the Guilford Town Court on November 12, 2024, then released to a sober third party.

On October 30, 2024, at approximately 2:11 a.m., New York State Police at Ithaca arrested Beatriz Arruda Asfora, age 32 of Ithaca, NY for the misdemeanor of Driving While Intoxicated. A Trooper initiated a traffic stop on a vehicle that failed to completely stop at a stop sign on Triphammer Road. While interviewing Arruda Asfora, the Trooper smelled the odor of an alcoholic beverage and other characteristics associated with impairment. After performing Standardized Field Sobriety Test poorly, Arruda Asfora was arrested. She was processed at SP Ithaca then transported to the Tompkins County Correctional Facility for Centralized Arraignment.

On October 30, 2024, at approximately 2:38 a.m., New York State Police at Binghamton arrested Rebecca L. Shelley, age 48 of Port Crane, NY for the misdemeanor of Driving While Intoxicated. While on Chenango Bridge Road, Troopers observed a vehicle failing to maintain its lane and travel over the double yellow line then travel onto Interstate 88. A traffic stop was initiated and while interviewing Shelley, a Trooper noted an odor of an alcoholic beverage and other characteristics commonly associated with impairment. Shelley was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Shelley was arrested and transported to SP Binghamton where her reportable B.A.C was .14%. Shelley was processed and issued appearance tickets to the Fenton Town Court on December 12, 2024, then turned over to a sober third party.

On October 30, 2024, at approximately 5:41 a.m., New York State Police at Margaretville arrested Hector E. Martinez-Delaros, age 33 of Fleischmannns, NY for the misdemeanor of Driving While Intoxicated. Troopers, Margaretville Fire and Margaretville EMS were dispatched to a two-vehicle crash on Main Street in Arkville. An investigation determined that Martinez-Delaros was north on Main Street in the village of Fleischmanns when he exited the lane, traveled across the southbound lane, exited the roadway and struck a parked ambulance. Martinez-Delaros was located still in the vehicle with it in gear and running but appeared to be sleeping. Troopers interviewed Martinez-Delaros and he was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. He was arrested and transported to SP Stamford where his reportable B.A.C was .09%. Martinez-Delaros was issued appearance tickets to the Middletown Court on December 17, 2024, then released to a sober third party.

On October 31, 2024, at approximately 1:02 a.m., New York State Police at Ithaca arrested Stephen M. Wolfolds, age 38 of Ithaca, NY for the misdemeanor of Driving While Intoxicated. A Trooper on Triphammer Road in the village of Lansing observed a vehicle cross over the center line on two occasions and initiated a traffic stop. While interviewing Wolfolds, the Trooper smelled an odor of an alcoholic beverage. Wolfolds was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Wolfolds was arrested and transported to SP Ithaca where his reportable B.A.C was .10%. He was processed and issued appearance tickets to the Lansing Town Court on December 3, 2024, then turned over to a sober third party.
