FPD Makes Multiple Arrests in Hit and Run Incident Involving Weapons Charges

On September 1, 2024, at approximately 12:15 a.m., Frederick Police officers responded to the 5700 block of Butterfly Lane for a report of a hit-and-run incident. Upon arrival, officers were notified that a vehicle had struck two parked cars before fleeing the scene.

A witness reported observing the accident and stated that after the collision, two individuals fled from the vehicle on foot. The driver was identified as Chung Thang, 25, of Frederick, MD, and the passenger as Antony Chin, 27, of Elkridge, MD.

According to the witness, he pursued Thang on foot. During this pursuit, a physical altercation occurred in which Thang allegedly brandished a knife and attempted to assault the witness. The witness was later evaluated by Emergency Medical Services on the scene and cleared of any injuries requiring further treatment.

Officers located and detained Thang near Monarch Ridge Road in Frederick. Upon being detained, Thang refused to submit to a field sobriety test and was placed under arrest. During a search incident to arrest, officers recovered an undisclosed amount of money, suspected marijuana, and a knife from Thang.

In a coordinated effort, additional officers located and detained Chin, the passenger who had also fled the scene. Upon searching Chin, officers discovered he was in possession of a loaded firearm.

As a result of this incident, the suspects have been charged as follows:

Chung Thang has been charged with:

  1. Assault, 1st Degree (Assault with a Knife)
  2. CDS, Possession with Intent to Distribute Marijuana
  3. Wear/Carry/Transport Weapon
  4. Fail to Stop Vehicle at Scene of Accident

Antony Chin has been charged with:

  1. Loaded Handgun on Person (CR 4-203 (a)(1)(v))
  2. Reckless Endangerment (CR 3-204(a)(1))
