REMARKS/1. Background. Reference (f) is a MARADMIN single
source document that provides direction and standardization
for the training and operation of SUAS. The Primary
Military Operational Specialty (PMOS) 7316 SUAS Operator
is currently the only approved MOS to operate Group 2
systems as defined by reference (a). Reference (g) is a
waiver from Deputy Commandant Aviation (DCA) for TRUAS
to be operated and maintained as a Group 2 system. TRUAS
is the small logistics capability that is part of the
Unmanned Logistic System - Air (ULSA) family and is
filled by the TRV-150 system.
2. Waiver. This MARADMIN provides an Exception to Policy
(ETP) to reference (f) and clarifies that the TRUAS
does not currently require a PMOS operator. TRUAS may be
operated under references (g) and (h) as long as they
remain valid, in order to facilitate experimentation and
garner feedback from the Service. The approved
experimental units allowed to operate the TRUAS are
Third Battalion Fourth Marines (V34), 2nd Marine
Logistics Group (MLG), 2nd Combat Readiness Regiment
(CRR), Combat Logistic Battalions (CLBs), Recon
Battalions, Marine Special Operations Command (MARSOC)
and Training and Logistic Support Activity (TALSA)
locations. The DCA waiver and this ETP apply only to the
TRV-150 and any change of system would not be covered
or transferred.
2.a. Permissive Guidance. Marines operating a TRUAS are
required to be trained to a Basic Unmanned
Qualification (BUQ) Level II and a Training and
Education Command (TECOM) Training Command validated
curricula. Until such time when a validated TRUAS course
is established, operations may be conducted under the
charge of a current and qualified Marine Corps Tactical
Air Control Party (TACP) member.
2.b. Restrictive Guidance. All requirements for
operating SUAS as defined by references (a) - (e) not
waived by reference (g) remain valid and in place.
Additionally, if requirements in paragraph 2.a. are
unable to be met, then either a PMOS 7316 Marine must
operate the system, or it must be operated in accordance
with the requirements of a Group 3 UAS. Any deviations
from this ETP must be approved in accordance with
waiver submission guidelines of MARADMIN 284/24.
