Statement on MISO-SPP Joint Targeted Interconnection Queue Study

ITC supports MISO and SPP's Joint Targeted Interconnection Queue (JTIQ) Study filed this week, which aims to identify and build transmission network upgrades along the MISO-SPP seams to unlock 28 to 53 GW of new generator interconnections in this region.

We commend the years-long collaboration and the study's focus on interregional planning and cost allocation to identify solutions for the backlog queue of generation seeking interconnection, especially in this renewable energy-rich area. Planning for transmission must be broad and integrated - effective interregional planning is crucial for connecting the country's fragmented energy markets and delivering benefits to customers, including providing lower-cost generation resources to communities. The backbone transmission projects identified in the JTIQ portfolio allow for the interconnection of resources that enhance reliability and economic benefits, which ITC has long advocated for.

We also are pleased that the five JTIQ projects in this first portfolio have been selected for up to $464.5 million in funding through the U.S. Department of Energy Grid Resilience and Innovation Partnership ("GRIP") Program.

We encourage FERC to act quickly to review and approve this novel solution to the long-standing challenges of interconnecting new generations resources at the MISO-SPP seam to promote the reliability, economic and environmental benefits of transmission infrastructure.
