Project Description:

The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve an application to install and operate a temporary well point dewatering system to facilitate the conversion of an existing headworks building into a permanent pump station, and to facilitate the construction of the bypass pump station and adjacent yard piping at the Long Beach Water Pollution Control Plant (WPCP). The project is part of the Bay Park Conveyance Project, in which wastewater from the City of Long Beach will be diverted to the South Shore Water Reclamation Facility (formerly Bay Park Sewage Treatment Plant) for treatment via a conveyance pipe under Reynold's Channel.

The dewatering system will consist of 27 deep well points installed to an approximate depth of 60 feet below grade, and all water from this system shall pass through an 18,000-gallon settling tank prior to discharging into the Long Beach WPCP outfall that leads to Reynolds Channel. The maximum discharge shall not exceed 3,146,400 gallons per day for a total of 14 months. The project is proposed at 2 West Pine Street, City of Long Beach, Nassau County, NCTM# 59-278-29.

Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8. Refer to this application by the application number listed above and SPDES Number NY0020567.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
