Statement on interim policies for fall 2024

Dear members of the VCU community:

As we begin a new semester, all members of VCU's community should feel and be safe, welcomed and respected. This is a foundational element of the university's values.

Our email contains several important policies and items for you to review, including updates to the Campus Expression and Space Utilization policy. We are sharing this because members of our community have the right and responsibility to gather and speak freely without disruption to university operations.

Specifically, antisemitic, anti-Muslim, anti-religious or race or ethnic-based threats are taken seriously and are investigated in accordance with state and federal laws and applicable policies. We expect students, faculty and staff to adhere to VCU policies; violations can lead to disciplinary action.

You can use the VCU Helpline (1-888-242-6022 and www.vcuhelpline.com) to make reports 24 hours a day, 365 days a year. Reports can be made anonymously and are confidential.

Policies Update

As part of its commitment to fostering an environment conducive to civil discourse, VCU has implemented an Interim Campus Expression and Space Utilization policy.

The interim policy is designed to "provide requirements for expressive activity on university property in its various forms, including, but not limited to, verbal expression, non-verbal expression, posting materials, chalking, and all displays. The requirements of this policy enable VCU to carry out its academic mission, promote a safe environment, and preserve the functional and aesthetic integrity of the campus."

Additionally, the university has an Interim Concealment of Identity policy that states: "Any individual who is present on University Property or attending a University Event and is wearing a mask, hood, or other covering whereby a substantial portion of the face is hidden or covered to conceal the identity of the wearer, must present an Identification Document."

This interim policy is consistent with Virginia code and applies to all individuals present on VCU property or attending a university event.

Finally, the Interim Student Code of Conduct policy provides information for students and student organizations to follow including federal, state and local law as well as VCU policy. This does not discourage the right of free speech or assembly, but does encourage it in a way that supports the educational environment.

Although the interim policies are effective immediately, the university community will have opportunities to provide feedback during this academic year before they become final. Details about how to do so will be shared soon.

University Statements

Across the country, universities and their leaders are increasingly being asked to respond to national and global news and events. As many institutions have found, well-intentioned statements may be received positively by some and negatively by others.

With the well-being of the entire VCU community in mind, the universityhas created guidelines about how it considers issuing statements.

In summary, the institution and its most senior leaders "do not typically issue statements, but consider doing so if there is a direct connection to the university's core function and mission."

We hope these guidelines help our community better understand why VCU and leaders do - or do not - release statements about national and global issues.

Take Care of Yourself and Others

The start of the academic year is filled with anticipation and excitement as we dive into new classes, opportunities and challenges. VCU is one of the most innovative (top 20), research-focused (top 50) and inclusive public universities in the country.

This is a time brimming with potential and great possibilities, and we encourage you to embrace the new semester with enthusiasm and open minds.

However, it's important to acknowledge that this excitement can sometimes be accompanied by stress and anxiety. The transition back to academic routines, balancing responsibilities and managing expectations can be difficult. It's crucial to recognize when you need a break and to prioritize your mental and physical well-being.

For those who need support, student resources include TimelyCare and University Counseling Services, available 24 hours a day. Faculty and staff resources can be found through VCU's RamStrong program.

Remember, taking care of yourself isn't just about managing stress; it's about ensuring you have the energy and resilience to make the most of the opportunities this semester offers.

By nurturing a supportive environment, we can strive to make VCU a community of respect, which will help this semester be a successful and fulfilling time for us all. Here's to an unstoppable semester for VCU!
