City of Lowell Receives $150,000 Housing Choice Grant to Fund Comprehensive Zoning Code Review

The City of Lowell has been awarded a $150,000 grant as part of the Housing Choice Grant Program, a competitive state initiative that supports cities and towns committed to advancing sustainable housing production. This grant will enable Lowell to conduct a comprehensive review of its zoning code, focusing on zoning changes that will encourage new housing development and better align with the City's vision for sustainable growth.

The grant will fund the hiring of a consultant who will conduct a thorough analysis of the City's existing zoning policies, which have not been reviewed in over two decades. This project marks a significant step forward in fulfilling the goals outlined in the Lowell Forward plan, which identifies comprehensive zoning analysis as a priority to support sustainable housing and smart development. This analysis aims to modernize the zoning code and position Lowell as a leader in innovative urban planning.

Yovani Baez-Rose, Director of the Department of Planning and Development (DPD) and Assistant City Manager, highlighted the alignment with Lowell Forward: "Securing this grant is a proud moment for the City and for DPD. One of the core goals of Lowell Forward is a comprehensive zoning review, and this award allows us to move that goal into action. It's been 20 years since our zoning code was updated, and if we want to continue to innovate and be recognized as a leader in planning, we need a zoning framework that reflects modern development and housing needs."

As part of the Housing Choice Program, cities that have shown commitment to housing production and implemented practices that encourage new growth were invited to apply. Lowell's commitment to housing, transportation, infrastructure, and economic development made it an ideal recipient for this grant.
