EU and China hold training on transparency for third countries in Beijing

From 26 to 30 August, in Beijing, the European Union and China jointly organized a 5-day training on transparency for participants from third countries, aimed to increase capacity on data collection needed for Biennial Transparency Reports, enhance institutional arrangements on reporting and setting climate targets as part of the Nationally Determined Contribution (NDC) and also build knowledge using the Enhanced Transparency Framework Reporting Software. This training takes place in the run-up to the first Biennial Transparency Reports (BTR) and updated National Determined Contributions (NDC), which should be submitted respectively before the end of 2024 and February 2025, under the requirements of the Paris Agreement.

Following the opening by EU and Chinese officials along with an official representing the COP 29 Presidency, 14 European and Chinese experts and 5 experts from the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat were invited to provide information and advice on how data can be collected and prepared for reporting, experiences in the EU and China, and the recently released UN reporting software.

This training drew participation of 22 national experts from 8 developing countries, including Cuba, Fiji, Indonesia, Laos, Malaysia, Maldives, Mongolia, Thailand and Vietnam. Participants expressed positive feedback on this opportunity to learn and exchange ideas about their practices and challenges in reporting, institutional coordination and resources.

The training was the third activity under the Pilot EU-China Joint-Cooperation Initiative on experience sharing in South-East Asia on climate policies, emissions modelling and inventories launched in 2020. The goal of the joint cooperation initiative is to support the cooperation between China and the EU on good practices on climate policies, emissions modelling and inventories, while building capacity that can inform technical work on these issues under the UNFCCC. This year's training is the first in-person event after the pandemic.
