Today, New Castle County Executive-Elect Marcus Henry announced the appointment of three highly accomplished individuals to serve as chairpersons for his transition team. These leaders will oversee five dedicated Working Groups composed of subject matter experts who will review policies, procedures, and workflows in key policy areas. The five Working Groups are Public Safety, Economic Development, Land Use, Housing, and Youth Programs & Services. The observations from these groups will be presented to the County Executive to advise strategic initiatives and ensure policy implementation aligns with the administration's goals and objectives.
The Transition Team will then continue its work for the Henry Administration, overseeing committees dedicated to County Finances, Property Reassessment, Inter-Governmental Agency Collaboration, and others.
"These chairpersons bring an incredible range of experience and dedication to this transition process," said County Executive-elect Marcus Henry. "I'm excited to work alongside them as we tackle some of the most important challenges facing New Castle County."
The appointed chairpersons are:
Pamela J. Scott, Esq.
Pam has more than 35 years of experience as an attorney representing clients in real estate transactions and complex land use projects. She assists commercial, industrial, and institutional clients navigate land use and zoning issues for real estate projects. She also combines her knowledge of the energy industry, land use, and zoning law to advise developers and landowners on renewable energy projects ranging in size from utility-scale solar facilities to rooftop facilities. In addition, she represents clients in commercial transactions involving the purchase and sale, leasing, and financing of real estate.
Pam started her career in the public sector serving in the following roles: Assistant County Attorney for New Castle County; Planner for New Castle County; First Assistant City Solicitor for the City of Wilmington; and Policy Director for the Delaware Department of Transportation.
Pam's experience also includes work as Assistant General Counsel for the multi-state utility company Pepco Holdings, LLC, working for its affiliates Delmarva Power & Light Company and Atlantic City Electric Company.
Pam serves in the following non-profit roles: Chair of the New Castle County Chamber of Commerce; Board member for the Commercial Industrial Realty Council of Delaware; Board member for Habitat for Humanity of New Castle County; President, Reading Assist Institute.
Pam is licensed to practice in Delaware, Pennsylvania, and New Jersey.
Richard Przywara, MPA, CFRE
Rich Przywara is CEO of Woodlawn Trustees, the Todmorden Foundation, and the Rockford Woodlawn Fund. He was previously Vice President of Resource Development for the Boys & Girls Clubs of Delaware, and Executive Vice President of operations for Ashley Addiction Treatment.
Prior to joining Ashley, he was Executive Director of the West Chester University Foundation, responsible for over $50 million in fundraising and leading a $200 million revitalization project of the student residence halls.
Rich has also been general manager of the Department of Special Service for New Castle County, Delaware where he supervised a staff of over 450 and managed an annual operating and capital budget exceeding $100 million. He has served as the associate dean for Alumni and Development at Widener University School of Law and has been a former YMCA Executive Director and Director of Development for YMCAs in Maryland and Delaware. He received his B.A. in Criminal Justice and a Master's in Public Administration from the University of Delaware.
Wali W. Rushdan, II, Esq.
Wali W. Rushdan, II, Esq. is a real estate Partner in Barnes & Thornburg LLP's Wilmington, Delaware office. Wali's practice concentrates on land use matters, commercial & residential real estate transactions, and real estate litigation for national and local companies.
Wali maintains a presence in a variety of civic works geared towards improving social, educational, and vocational opportunities for under-represented communities. He presently serves as a member of the Leadership Council for the Council of Advisors of Christiana Care Health System, a member of the Board for the Todmorden Foundation, a voting member of Delaware's Racial Equity Consortium, and as a member of the Governance Committee for Reach Riverside. Wali is also the founder of the Ebony Tie Affair Youth Symposium and a past Board Member and prior Vice-President of the Delaware State Board of Education.
Wali is a graduate of Delaware Technical & Community College, University of Delaware, and Rutgers Law School where he was a Marshall Brennan Constitutional Law Fellow. Wali is licensed to practice law in Delaware, Pennsylvania, and New Jersey. Prior to his law career, Wali served as a federal caseworker for United States Senator Thomas R. Carper.
