Public Notice/Workshop - AMENDMENTS TO: RULE 216 AND RULE 240

A public hearing will be held before the Placer County Air Pollution Control District (District) Board of Directors at its regular meeting on Thursday, October 10, 2024, beginning at 2:30 p.m., for the purpose of reviewing the proposed amendments to Rule 216, Organic Solvent Cleaning and Degreasing Operations, and Rule 240, Surface Preparation and Cleanup, and providing the public with an opportunity to comment.

Prior to the scheduled hearing, District Staff will hold the following public workshop to address the proposed rule adoption, answer related questions, and receive public comment on the rulemaking:

The District is proposing amendments to Rule 216 and Rule 240 to satisfy the regional "contingency measure" commitment in the Sacramento Federal Nonattainment Area (SFNA) State Implementation Plan (SIP) for the 2015 8-hour National Ambient Air Quality Standard (NAAQS) for ozone (0.070 ppm). Federal Clean Air Act (FCAA) Sections 172(c)(9) and 182(c)(9) require ozone nonattainment areas classified as serious and higher to include contingency measures in their SIPs. To satisfy this contingency measure requirement, all air districts in SFNA committed to amend their existing organic solvent cleaning and degreasing operations rule in addition to their existing surface preparation and cleanup rule with contingency provisions added to each rule prior to the end of October 2024. This proposed regulatory action will fulfill the contingency measure component commitment in the ozone SIP. A regulatory amendment support document will be available on the District's website and comments regarding the proposed rule amendment may be submitted in writing to the Placer County Air Pollution Control District at 110 Maple Street, Auburn, CA 95603.
