NEW: Government Watchdog Report Underscores the Importance of Supporting English Learners and Charting the Path Forward

English learner population grows from 4.5 to 5 million in a decade.

WASHINGTON - The Government Accountability Office (GAO) released a new report on the academic achievement of English learners in public schools. The report was requested by the House Committee on Education and the Workforce Ranking Member Robert C. "Bobby" Scott (VA-03) and Congressman Adriano Espaillat (NY-13).

The report sheds light on the diverse challenges and opportunities facing these students, who speak over 400 languages and come from a wide array of cultural and socioeconomic backgrounds. Specifically, it highlights the ways that student, teacher, and school characteristics are connected to an English learner's performance in school. For example, it found that schools with more students in dual language immersion English instruction had higher rates in reading scores. And overcrowded classrooms and higher rates of teacher absences were associated with lower reading and math scores and less progress toward English proficiency.

"It is important that all students, regardless of background or language circumstance, receive the support they need to thrive in their education," said Ranking Member Scott. "This report reaffirms the need for a well-funded, diverse, and well-trained teaching workforce and demonstrates the benefits of investing in all of our students and their educators."

The data reinforces the need for continued investment in effective instructional practices, targeted interventions, and adequate resources to support English learners. Moving forward, it is imperative to address the disparities revealed by this report and work towards equitable solutions that promote the academic success and English proficiency of every student.
