Experts Examined Activities of IPA CIS in Field of Economics and Security at Legal Forum

Saint-Petersburg held the 12th International Legal Forum. The main theme of this year is "Law - the basis of global balance". Experts in the field of legal studies, politics, representatives of the business and law-enforcement community took part in the events of the Forum.

Within the framework of the Forum the meeting "Platform-Based Work in the Digital Economy: Legal Issues Related to Regulation (Federal Law on Aggregators)" was held. Experts discussed the legal regulation of labor through platform-based employment, the distribution of responsibility between platforms and individuals executing them to perform work and the selection of the most effective legal means to provide social guarantees to employees and support the development of this economic sector.

The particular focus of discussions was on the reasons for the emergence and development of platform-based employment, the variety of platforms and significant aspects of legal regulation concerning the responsibility of platform employees and their protection from unfair liability measures.

Deputy Chairman of the Federation Council Committee on Budget and Financial Markets of the Federal Assembly of the Russian Federation, a member of the IPA CIS Permanent Commission on Economy and Finance and the head of the IPA CIS working group on drafting the Model Law "On Platform Employment" Andrei Yepishin, confirmed the interest of the Federation Council and the State Duma in flexible regulation of platform employment processes.

The member of the IPA CIS working group, a partner at the legal firm JSC "Best Choice", and one of the developers of the Model Law "On Platform Employment", Alexander Dolgov highlighted that the relevance of drafting the Model Law is driven by the growing number of CIS citizens earning their primary income through platform employment. According to him, creating the document would allow for uniform regulation of platform employment in the region, considering labor mobility.

The comments of the participants of the round table will be reflected in the course of work on the draft Model Law "On Platform Employment".

The meeting of the working group of the CIS Anti-corruption (AC) Council was attended by Deputy Head of the Information Analysis Section, Model Law-Making Support Unit, Expert and Analytical Directorate, Secretary of Joint Commission at the IPA CIS for the Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges Stanislav Korostelyov.

He spoke about the legislative work of the IPA CIS in the field of anti-corruption. In particular, in 2008, the Assembly adopted a new Model Law "Countering Corruption".

A representative of the IPA CIS also spoke about the events organized by the Assembly. Parliamentarians from CIS countries, experts, and representatives of international organizations considered pressing issues of combating corruption and measures to address related bribery phenomena.

It was noted that regular monitoring is conducted on the use of model legislation and international documents in the field of anti-corruption in the member states. Effective support is provided for measures of interstate cooperation aimed at enhancing the scientific and expert support for legislative regulation of anti-corruption efforts.

The Forum is organized by the Roscongress Foundation with the support of the Ministry of Justice of the Russian Federation. The events of St. Petersburg International Legal Forum 2024 (SPILF-2024) were attended by around 5,000 people from over 80 CIS and other countries.
